I would reroll vit > phys % in a heartbeat. You can get vit on other pieces. getting CDR is hard. amulet, rings, shoulders, gloves, weapon, shield. You basically want all of it.

With enough CDR you can drop Fervor (if you already didn't) and use another passive (Finery, Holy Cause, whatever)
I have tested and also simulated other passives and even at CDR cap it is still worth keeping Fervor. At 68.69% CDR (includes Fervor) you can maintain a 99.68% uptime of Shield Glare and 70.82% for Akarat's Champion. If you are talking about the highest end of GR solo progression, maximizing those two values will make pretty significant impacts on total survivability as well as damage output. Now if you are talking about low end then I would agree that dropping Fervor for Long Arm of the Law or Holy Cause can be more effective in a speed exp or material farming build. With the current ease of gaining experience and the addition of STR augments, I would consider Finery to be mandatory.
