I ditched my 20% SoE shortly after 1.03 came out and I found that I no longer needed it. Your results may vary as it really depends on how you build, I transitioned to full tanky dps (47k dps without full fury/buffs) and never looked back. Can kill anything in the game now without too much trouble (of course there will always be those hell packs that roll perfectly horrible affix combos).
I don't generally use the chats but DivineZero is right, I know for sure at least general chat is capped at 100 then it starts a new one. Not sure if others are too.
Are you saying instead of having the entire server in GC (assuming everyone opted in), you only get 100 random people? And your friend may get another set of 100 random peaople, without you in it? If this is true then it has to be one of the most idiotic software design decisions I've seen in a while.

It's more like 1000's of people and it's opt in. Also, that's the point of GC. Restricting it to an instance of 100 improves the social aspect how?
It's not about improving the social aspect, it's about improving server performance. If you've played many online games, you've seen situations where huge amounts of chat in a short amount of time has led to many a server meltdown. Beyond that, having 1000's of people carrying on conversations at once in a single channel doesn't improve the social aspect either.
Are these unbuffed? Buffed? If so, with what? What skills do you use? These are important things to tell us.
Assuming unbuffed: you need more (maybe double-ish) resists, a few thousand more armor, more health would be nice, at least 5% more block would help a lot, maybe invest in some Life on Hit if you use Frenzy, and Life Regeneration is never bad.

He was also wrong. Whether or not your stats are buffed or unbuffed, 600-700 resists is enough to do act 3 now if you increase your dps. Ideally you should be aiming for around 25-30k dps for it to work consistently. I would recommend finding a 20% or higher block% shield. Look for a Sacred Shield (this is the base model, it's level 60, ilvl 63, and will have 3706-4706 block value) it will help to vastly improve your survival even as you focus more on dps. You also want to get your hp up to the 55-60k range so you have time to use revenge procs and can survive things like freeze and nightmarish when combined with other ground effect affixes. I'll attach a screen cap of my stats, which I've cleared acts 3 and 4 with. I do usually swap overpower for warcry with impunity for acts 3 and 4, which bring my resists up to the 600-700 range (first screen cap). I use the overpower build when farming acts 1 and 2 (second screen cap).
I don't think you can block ground effects, you can however block projectiles (even magic ones like fireballs). So no, I don't think you can block plagued, molten, desecrator or arcane, but you should be able to block mortar.
is that with or without warcry? If it's with, you need to get more armor. Some more hp would do you well too. I run similar dps numbers, but have more armor and about 20k more hp.
I'll add my own perspective here, my personal opinion is that you can have the best of both worlds. With high enough dps, you don't need to keep your defensive stats as high (you're killing stuff faster than it can kill you). I'm running sword and board, but I sit at about 55k dps with full fury and Overpower up (peaks at over 120k when WotB is up). That's the build I use for act 1 and 2 farming. When I do acts 3 and 4, I replace overpower with War Cry for the extra resists though I could probably do it either way. The beauty of this game is that you can do it loads of different ways. I personally like this build because I can play 'tanky' but I can blow stuff up with the best of them too. Most elite packs die within the span of a single WotB, many I don't even bother to use Wrath because they would die before it was even half-way through.

I run about 6100 without warcry but with enchantress. I don't normally run warcry unless I'm farming acts 3/4.
With warcry I'm at 7200. about 550-700 resists
