Not really a simple answer to give on 650m, and most top DHs use a spreadsheet to chart upgrades. But, if we're taking shots at each other, you could try breaking your posts into sentences.
Well, I'm pretty sure all Manticores also roll a +Poison damage, too, but that may be slicing things a bit too thin. For a 650m build, though, I'd honestly roll 10-20m on a good Andy's with a socket and see how it feels. Mempo is awesome, but Mempo with a good CC roll could eat through this guy's entire budget.
The socket on Andy's just gives you some added flexibility - you can always toss an emerald in and bam - you've a decent double dex roll - or a ruby for farming - or an amethyst for high MP ubers or w/e.
At 650m, I think the REAL decision would be whether to pickup a 1250-1350 dps single-socket Manticore with a 90+ CD roll and high dex or try to find a double-socket one. I ran some comparisons through a calculator for myself, and it wasn't clear-cut. You usually give up dex to roll a 2nd socket, and the ones where you don't lose that dex are very expensive - something to think about.
I can say that Witching Hour would be clear-cut - I don't like Inna's belt at all. I also don't like Inna's Legs, because of the vitality and RA you have to give up for it, but it is BiS for damage, if you can afford or make up for the EHP hit on the rest of your gear. Natalya's Reflection (ring) with CC would be a good piece to grab on that budget, too.
^ just my thoughts as I've spent a lot of time recently thinking about gearing. Best of luck - as others have mentioned, 650m will get you a solid set, but you probably won't have any godly pieces.
Glad it worked out. I would say if you ever go the dual-weild route to go with a Calamity + Danetta's. I get them confused, but one of the Danetta's doesn't roll a socket or CD innately, and the damage is usually pretty low on those. If Calamities are a bit too pricey, a high-damage rare with CD and a socket will do the trick. +IAS is good to have, too.
The main advantage of dual-weilding is the increase in APS, which can help a lot when running Gloom with Nightstalker and also Bolas with Thunder Ball. I would say it relaxes the gearing cost, since +IAS is expensive on trifecta slots, but it's also a very very good stat for DW builds, so it's not something you'd skip. The +CC on the Archery talent also allows you to stack CC higher, which helps with Nightstalker / perma-gloom - which is useful on high MP reflect mobs and seigebreaker / kulle.
As for handling reflect with DW, if your RA and damage are high enough, it's pretty easy to just perma-gloom through it.
Some decent gear, but I'd give 7/10. RA is a bit low. A good Manticore would probably be an upgrade, but you're looking at ~40m+ and you'd lose a good bit of your vitality. Vile Ward with vitality would be a good upgrade too. That's a pretty nice Nat's Reflection, given how much the god ones go for. I really don't like Inna's 2-set - the vitality loss on the pants (generally the slot with the highest potential vitality roll) is just too huge, and Nat's Embrace would give you the +130 Dex bonus - AND you could find one with a +10% to one of your damage skills. Witching Hour is nice. A cheap upgrade could be some Strongarm Bracers - you'd likely lose some vitality but gain some RA and armor - might be worth spreadsheeting, but your EHP might actually go up. A DML with 19%+ ias would be good, too. An Andariel's with an open socket would be nice to have, as well. Oh, and that is an awesome amulet!
Gonna re-post mine as I made a lot of gear-switches over the weekend. I'm really not sure what Analogkid meant further up by saying I had a lot of hatred-dependent talents - I had 2 spenders and 1 builder with 10+ passive regen (I usually only put up guardian turret for mitigation, so I guess I wasn't counting that). Profile isn't updated, but I usually run bolas / traps with archey, nightstalker, and perfectionist. RA sits at 400, even and Damage is closer to 170k. I'd really like to roll a Hellfire ring with CC and maybe pickup a Nat's Reflection with it, but those can be pretty expensive.
Interesting build for a budget. The double-Hatred reduction on impale isn't something I've seen, so definitely points for originality there. Justice is Served seems like it would be really low damage as a builder, though. I'm not sure how well your hatred regen is within that build, but I'd think that going for more IAS and higher crit chance would really help - higher IAS would allow a different builder that could do more damage.
Grabbed Andariel's last night. I do have Nat's Helm, I just don't run it unless I'm on higher MP. Reflect always gets me as soon as I stop paying attention, but otherwise I can gloom through it. Been thinking a lot about trying Nightstalker, but it's hard to sub out another passive. I fly through MP5, and MP7 isn't bad - until me and my permafrost wiz bud tried to take on Seigebreaker and Kulle.
