Tons of people play public games. Most of those people are at max level doing bounties, key runs, rifts and whatnot.
There are specific communities based on helping boost people up to max level, but I don't think there are many people doing public leveling, probably because it's a matter of an hour or two to get someone up to max level nowadays.
I used no exploits. I do T6 on my Seasons character, and I don't play anywhere near as much as many. Also, all that you've really proven is not many people do public games in general. I know I don't. It's not really that big of a deal.

Didn't pick a runs for the kick because several of them worked, but using it as a defensive measure in lieu of the blind, and adding the tanking pet to help defense. It would be a lower dps build without using breath of heaven but should be workable.
I have noticed the opposite. My items have been selling the same or even better than they have been.
I don't track price trends though, it is highly likely the same quality items are selling cheaper, but if you evaluate the current items selling well enough, you can usually price your items to get them to sell.
