I give you credit for actually building a fairly interesting build focusing on melee and Spectral Blades. Whether it's viable or not, we'll see, but you have the synergy between your spells at least.
One thing you could try instead of Ray of Frost is Arcane Orb with the Arcane Orbit rune. It'd definitely go well with being in melee and Explosive Blast. It'd also solve some AP problems, assuming they explode pretty fast. Only thing is that your single target damage would probably suffer, but who knows.
Monday will unfortunately be spent studying for finals and going to work, with finishing my finals on Tuesday, and picking up my CE on my way home. And from there, playing all night
Might be fun in normal to see what happens. But aside from that, I can't see it being very practical for real situations though, with no single target, signatures, and mostly just cooldowns.

There may or may not be some cookie cutter builds, but I highly doubt they'll always be the best builds, and especially not for every situation. I can assure you that there will be builds that work awesome playing alone, and other builds that work way better when in groups, and even more builds that work better depending on WHAT your group comp is, and what act or mobs you're fighting.
A lot of people have been trying to come up with builds they like, but in reality I can easily see myself swapping between several different builds depending on if I'm soloing or in a group, and depending on which of my friends I'm currently playing with.
This isnt an mmo, and this isnt a game where its designed so "everyone can play".
I played through the beta with DH, Monk, and Wizard. I actually found the Wizard to be the easiest and most powerful with the limited play throughs. I ended up usually using Shock Pulse (runed) for my main aoe, with Ray of Frost as my single target. Shock Pulse was doing ton of AoE damage, and easily outperformed any of the other classes when it came to multiple mobs. Ray of Frost seemed decent, while also slowing. Frost Nova and Wave of Force seemed really powerful as well. However, I didn't seem to do as well on single target as other classes all the time, but in anything w/ more than 3 or so mobs, the Wizard stood out.
Wizards seem to be good as long as you chose your spells wisely. I know I seemed very gimp if I wasn't using the right spells with each other.
