Well the only set you can use right now is the Marauders set. There are different variations of what abilities to use with that set, but they all use Marauders. GL
"I don't think our philosophy quite matched up with the actual changes that took place. Channeling spells, as the name implies, should be most effective when time is spent channeling them for a few seconds.
We recognize the additional Arcane Power costs we implemented in the initial 2.1 PTR didn't accomplish this goal, but rather disincentivized using these skills. In the next PTR, you'll find we've removed the upfront Arcane Power cost from Arcane Torrent, Disintegrate, and Ray of Frost. In addition, the damage these abilities do with now scale upward over time, rewarding you for spending additional time channeling.
These changes more accurate portray our design intent for these skills - that the longer you channel, the more reward it brings. Let us know what you think, especially once we patch the PTR and you can give these changes a try in practice. :)"
This is amazing news for my plans!!! Hopefully Sleet Storm will slowly ramp up from like 375% to 775%. I don't think you should be able to channel infinitely, but obviously it takes time for the creatures to come to you to be killed (one of the flaws of the build). Excited to see the new updated patch notes for 2.1 and I absolutely love Blizzard's responses to player feedback it's refreshing.
If you simply said #1 Hardcore Wizard Character Sheet Dps then we wouldn't have any problems. Not being specific is what is causing you problems. You are definitely not the highest effective dps because of the reasons already stated. Sorry man just be more clear.
I really enjoyed this build. Having arcane power on crit helps you cast ray of frost indefinitely but isn't necessary. You can cast frost nova while channeling ray of frost and frost nova can be swapped for diamond skin too if you are taking too much damage.
I voted for no auction house because I want to play the game to get items. Right now maybe 1/5000 yellows are good when you play PC so you're forced to go to the auction house. I hope I win the Xbox 360 one!

I bought D3 from Walmart for $19.99 and RoS from Amazon for $19.99 like a week ago. $40 for both, but prices have gone up a bit.

Weapon damage increased from 375% to 455%
This would be the build I think would be best: Sleet Storm Build
I'm not sure what specific legendaries would buff this build the most, thoughts?
