When I look at the new runes system it seems to me like everyone is going to go th ehigh tiered runes and neglect the ones you get early on in the game. Or am I missing something? What is going to stop a person from changing the runes end game to the 50+ level runes as oppssed to a level 6 rune that they might have used early on.
I think we will see lots of variation in full release. I have a Witch Doctor build that uses runes from all over the spectrum. I also think that a lot of experimentation will go on, and this will change minds for many people where skills and runes are concerned.
I do not foresee people going out of their way to get online and copy other builds though. People will naturally gravitate towards what they enjoy the most. As long as they are killing monsters and surviving, folks will use what they want.
I'm not so sure about that Seytan, I think that a lot of people will still go online and look for a "perfect" build. Y'know, to farm and do the mad deeps. But I think it'll be less so than D2's, since there is no punishment for going a wrong build, so it allows for people to experiment more freely
Triump (18) - Heals you for 12% life over 6 sec
Maniac (27) - Increases dmg by 4% per stack
Smite (36) - 20% chance to call down lightning, stunning for 2 sec
Sidearm (46) - 25% chance to throw an axe for 110% dmg
Relentless (56) - Increases movement speed by 15%
Of course there will be "cookie-cutter builds". Ones that are popular because the majority of players will not be arsed to make builds that suit their needs.

You make a good point about more freedom, however I think a lot of what will give people that "perfect" build for MFing or sick DPS is going to have more to do with gear than skills. And gear is something that is a lot more difficult to copy that skills and runes. The freedom you mention will just give people better ability to find out what they like, then hunt for the gear that will augment what they have chosen.
I foresee certain cookie-cutter "ability/rune sets" emerging. These builds won't strictly require 6 exact ability/rune sets, but will be centered around a few abilities/runes every build must have (primarily for farming inferno).
Of course, if the devs are more active, said abilities and runes will be probably be found to be imbalanced and then nerfed or tweaked, causing the cycle to start over.

You mean out of the thousands possible builds? There will probably be hundreds of them. That's the beauty of it I think. You put something together, you try it out, and either win or lose. Pretty much just like the drops system.
Even if you have a good build, you will always be wondering what other good builds you can cook up.
With all the possibilities, all the trial and error, there are bound to be a few good hundreds of builds that won't really cut it.
I use the lower level runes in a lot of my builds. Like on my DH build when I just needed a way to produce Hatred as fast as possible. Or on my barbarian in pvp because I would rather make bash stun than do aoe.
I don't necessarily think that there will be cookie-cutter builds to the extent of a game like WoW. For example, the Arms Warrior waaaaaay back when was always 31/20/0, with people constantly arguing putting 2 points in spell over another. If you weren't, you were wrong.
What attracts me to this game is that you can build your class to play a certain way and still be right. Maybe it will put out less damage in certain situations compared to others, but i'm sure that other build has its own weak areas. You customize your spells to your playstyle/what looks fun, and just play. My runes are all over the place; half of them picked just because they look like they'd be cool. I'm sure i'll do some switching around once I get in the game, but that whole trial-and-error bit seems more fun to me than just having a "perfect build" handed down to me and just playing.
I suppose there will be some "top builds", but also many more viable builds nonetheless. It will be fun to experiment and get one which suits your playstyle, instead of just googling. Let's hope the normal run to level 30 is enough to be creative with abilities

There will ofcourse be a mathematically correct answer to what the best build is. However, because this is not an open world MMORPG, there is far far less pressure to take the cookie cutter build.

Cookie cutters are only a problem when there's a grand total of 3 of them. If 90% of the population is using the same builds, Blizz has majorly screwed up. Hopefully players will be open to trying new things, and we'll be figuring out new ways to play for not years exactly, but hopefully a significant amount of time.
I think there will be a point where some min/maxer will come out and say, "This is the best build, use it to be pro," and a few months later some other min/maxer will come by and say, "Aaaactually..."
Like others have mentioned. There will be some "cookie cutters". We can't help it. We will want to find the path of least resistance. People will find things that seem to work and a lot of people will gravitate towards it.
A year from now we will have nicknames for various builds that focus on certain skills and rune combinations. 13 months from now Blizzard will deploy a patch and those builds won't work so well anymore. Then the collective will find different "cookie cutters". There is nothing wrong with this. It gives us stuff to discuss online and read over our lunch breaks. As long as Blizzard does not let it devolve into a handful of viable builds its all good.
I don't think there will be at first. But as with any game that has skill point allocation there will always be a "better" spec then the rest. And because of that I think the game will eventually have cookie cutter specs.
