Patch 1.0.4 Targeted for the Fourth Week in August - Systems Preview
Early today we got our first look at 1.0.4 previews! In case you are just checking in over the weekend, a quick recap is below, but make sure to check out the full post here.
Magic find and gold find will no longer be averaged in multiplayer games.
Monster health will now be a flat increase of 75% health (per player), regardless of the difficulty in multiplayer.
No more enrage timers on elites.
Elites will no longer heal to full health
They are increasing the health of normal monsters (but increasing the drop of magic or rare items by a factor of four), and lowering the health of champions and rares to shrink the gap between them.
They are adjusting fire chains and shielding, and REMOVING Invulnerable Minions.
They want to make all items that drop be good, however this is not something they can fully do in 1.0.4. However weapons of ilvl 61 and 62 can now roll damage that extends all the way to top ilvl 63 weapons
To help with the dual-wielding and two-handers, they will be adding a new set of stronger affixes
Reducing repair costs of high-end items by 25%
Legendary changes will have its own blog post

1.0.4 and Monster Affixes
Blizzard informs users that the examples given today are not the only ones they are looking at. For example after being feared, you will have a short immunity to being feared again.
Fire Chains and Shielding were only provided as examples. We looked at every affix and have made adjustments to more than just those two. For example, we're giving players a temporary immunity to Fear after they've been Feared by a Nightmarish monster.
Keep in mind that the systems preview is more about explaining why these kinds of changes are being made, rather than detailing everything out line-by-line. (That's ultimately what patch notes are for.)
Clarification on the "Increased By A Factor of Four"
Just to clarify, we aren't making any changes to the chance that an item will drop. Instead, we're changing the quality of that item when it drops. And when we say we're increasing the likelihood that non-Elite monsters will drop magical items "by a factor of four," it means that those monsters should drop 4 times (or "4x") the amount of magical items as they do now.
So, for example, if doing a full clear of an area currently yields 500 items from non-Elites, it will still yield 500 items after 1.0.4. Whereas you may have only gotten 20 Magic (blue) items and 4 Rare (yellow) item from those non-Elites before, you’ll now get approximately 80 Magic items and 16 Rares.
This is what the patch note should read. Nothing wrong with a little laugh.

Is this 4-fold increase being applied to Legendaries as well?
Negative, it only affects Magic items and Rare items (apologies for the confusion).

I have a question about the boosting @ ilvl 61 62 weapoms.If we stock 61 62 weapons and undetified them after 1.0.4 they will take effect the changes or not?
Seeing as an items stat gets rolled upon drop and not upon identification, I'd wager that unidentified items will not be affected, as will be the case in the upcoming changes to legendary items.
Me Gusta on the sneak peak of changes..... I enjoy very much that MF will no longer be averaged...... dirty leeches this is MY 300 5 stack mf :-p
People were upset on the beta when MF was changed to average between party members (supposedly to prevent players from stacking MF gear to the detriment of the other party members). Blizzard was told this is a disincentive for co-op play. Oh well, better late than... no, should have listened to us in the first place. Sometimes beta players do know better.
Ok, got the rant out of my system. I cannot wait for the change to go live so I can join MF groups without needing high-end MF gear myself. I rather enjoy tanking for others.
Buy MF gear, essences, and Blacksmith plans for +6 affix items NOW if you've been eyeing any of them - I guarantee they will shoot up in price come 1.0.4. (Actually, they have already become pricier since the patch 1.0.4 info blog.)

There's no proof yet that this will be a good idea. Now every group joined is going to be a boring inspect/kick fest until the "perfect" group is formed. Definitely less incentive for me to co-op than before.

I don't believe so - at least the "inspect/kick fest until the "perfect" group is formed" part. PUGs are usually in a hurry to get things done, and players that don't keep up or pull their weight are going to be vote-kicked anyway. It's also really boring gameplay waiting around for the other players to kill the monsters up ahead. Doesn't seem an efficient means of farming either way.

I don't believe so - at least the "inspect/kick fest until the "perfect" group is formed" part. PUGs are usually in a hurry to get things done, and players that don't keep up or pull their weight are going to be vote-kicked anyway. It's also really boring gameplay waiting around for the other players to kill the monsters up ahead. Doesn't seem an efficient means of farming either way.
