I'm looking for advice on either skill changes or gear changes to reach the 200k or higher level of dps that everyone so freely talks about with this build and a Skorn.
looks like you've hit the wall. the next step is perfectly statted skorn (same as yours but with 190+ crit base) and rings, ammy, gloves with the triple core stats (crit, crit dmg, aspeed), all of those items will run in the 50+ mil per... you're screwed ;-p
Paperdoll dps != effective dps so screw attack speed for TR build imho.
Weapon: +52% crit damage, more dps and dex
Ring 1: +2% crit chance, +50% crit damage, more dex
Pants: +1% crit chance, dex/vita roll (or at least suitable resist)
Belt: +1% holy damage
Helmet: +50 dex and some spirit regen (!)
Shoulder: Vile Ward with high dex roll (another +100)
Amulet: +2% crit chance, +40% crit damage, almost +200 dex
Wrist: +2% crit chance
Boots: Ice Climbers for the Gem slot
Basically you're only short on crit damage as Zakumene already mentioned and maybe raw weapon dps. You can also think about a SoJ (+ Inna's Helm with spirit reg), ignore paperdoll dps and run with MoC/Overawe or Submission. That's probably the biggest damage upgrade you can get, either 12% damage flat + strong %weapon damage tick every second or 24% flat damage increase.
And what's with Fleet footed? I'd drop Guardian's Path or Chant of Resonance for it if you can. And while farming Blind instead of Serenity, it adds another 30% to your Sweeping Wind and works almost as good for reducing damage.
Thanks for the suggestions - but I'm a bit confused on the skill suggestions. For the TR build, if I drop MoH im going to lose a fair amount of Spirit regen. Also dropping a passive for fleet foot would also drop my regen to a point that I would be stopping every minute or so to recoup. I run with the templar and his final ability to increase resource regen, but its not enough on its own and since Skorn can not have spirit regen...
I'm looking into a new Inna's Radiance with spirit regen. From what I'm understanding both from you and Thundersteel is that to get the levels of dps that others have talked about, you seem to have to forgo spirit regen/Inna's set to make it happen. Which for the dps increase I understand, but what's the point of the speed of the TR build if you have to stop to recoup your spirit loss?
I find more experience using a leoric ring though. If you're going infinite rush use deadly reach for+18% damage. Flash is still more dps than breath heaven and an elite killer.
Get a spirit helm, trifectas all around. For jewelry that's ideally high avg, crit, with as on rings, damage on amulet, same with gloves, not going to be cheap.
Ice climbers or natalya's boots, you're 50-100 dex short on a few items, try to get 10-50 short on every piece.
Consider how a SoJ, xeph amulet or spirit helm allows you to change your passives.
If you are aiming for 250k dps, odds are you are not tempest rushing effectively. The build isn't about hitting atrociously high dps on your character sheet.
It appears that alot of people do not actually understand the benefits and goals of running a TR build and the actual requirements of accomplishing these goals optimally. The goals and how to accomplish them are below.

Feel free to go above this and swap passives but I have found this variation of Invis's build most effective. Don't pick up gear that isn't worth IDing, you are wasting spirit by having to restart the TR channel and time picking up junk. The only time you should be stopping is to rebuff Deadly Reach Foresight or Mantra of Conviction, and when you do thats when you may pick up more junk. The build listed is how I get my spirit regen to appropriate levels while having Mantra of Conviction for max DPS...I don't care how YOU get to the number but your spirit should be the same as your attack swing for infinite TR channelling: 1.08 aps= 10.8 spirit. Path of the Guardian is AMAZING for this spec and encourages the lowest downtime possible.]
-DO NOT GET ATTACK SPEED ON GEAR ASIDE FROM PANTS [This means you need more spirit to channel TR and the attack speed does virtually nothing for your dps or farm other than inflate your paper dummy and bnet profile DPS]
-Have Innas 4 piece [never stop, never let Sweeping winds fall it loses time. You will not be able to keep it up hitting objects and this eliminates downtime in 2 ways: 1)Every time it falls you have to rebuff yourself prior to casting it again to retain your temp buffs through the duration of the spell and 2)Less spirit expenditure]
-Maximize your initial weapon swing damage. [Which does not mean your paper dummy/bnet profile DPS. You want Average damage on a ring and your amulet, then on other gear prioritize Dex, Crit to min 30%, elemental damage, crit damage. You want to run through mobs once at MP0 and minimally on MP1, not go through multiple times. Shit should be blowing up]
-DONT BE A DANGEROUS IDIOT LIKE ME: Get some health around 35000 so you have elbow room and resists at like 450, increase this for MP1. You just want wiggle room just in case you do something stupid.
-YOU DON'T NEED LIFESTEAL ON A SKORN: Get one with the highest Dex, crit dmg and avg DPS that you can. 500 Dex or go home. Don't confuse my above statement about needing life with the concept of having to get sustained survivability [aka life steal or LoH]. Health globes are enough and you should base your life accordingly.
-USE SEVEN SIDED STRIKE [Bypasses reflect damage mobs raping you and more importantly kills elites instantly enabling you to run around like an idiot more] Some people use Flash of Light with Blazing instead for the 15% damage, sorry but thats wrong. Deadly Reach Foresight, Blind, and Mantra of Conviction Overawe are all the damage you need.
-How to use the build above?: Cast Mantra, Buff Deadly Reach Forsight, Cast Blind, Cast Sweeping winds to carry the buffs through the duration of Sweeping Winds, get sweeping winds to 3 by punching more [gets it up faster], run around like an idiot killing mobs and rebuffing Sweeping Winds as needed. Stop to Deadly Reach Foresight rebuff if needed. Blind and Seven Sided strike the crap out of Elites before they use abilities. You will get used to the right spots to cast it in to ONLY hit the elites if other mobs are present on screen.
-Don't dual weild while using tempest rush: you will give everyone else cancer. And no I don't care if it "just works" for you. It doesnt for every reason I listed above.
Focus on the above and not your paper DPS and you will be Tempest Rushing the right way. You're welcome.

I'm not using TR right now, but to farm MP0 efficiently I think it is enough to have 150k-200k dps and enough spirit regen to never stop.

How high was the person who told you this? Maybe for MP3-4, but I efficiently plow throw MP0 on my monk and I am no where near 150-200k dps (unless we are counting the extra 24% from MoC that doesnt show on paperdoll). Unbuffed I am roughly 81k in my TR gear.

Do you ever have to stop or circle around mobs to make them die? The definition of "efficient" is a bit unclear of course, but the goal here I think is to get 10m exp in 7 minutes, or roughly 80m-85m/hour.
I'm sure you're doing fine, it just has to be clear what the goal is here. If you can do 80m/hour with 80k unbuffed, good for you. I can't.
To chime in - that was the reason I made the post. I know that you can TR well enough (from a dps standpoint) at different levels of overall dps. I was reading in other posts - usually boasting without proof - that "I roll through mp1 with 200k dps and get 80 million an hour" which is why I wanted to get real input to see if it was possible.

I guess maybe if your not stopping for elites 250 would be important but I dont feel the 2-3 seconds you stop matters, plus you need to refresh Foresight anyways.
Oh and forgot to add thats with picking up rare 1h's, gloves, wrists and off hands on top of legendaries, not the most efficient but im hoping to find a few things
