It's nice to see it finished, but to think that it was the main reason for the delay when we still don't know anything about the final rune mechanic rewriting, which is by far the most important mechanic of the game, is very misleading.
Game Rating Board(abbr. 'GRB', Pres. Lee Soo Kun) has decided 'Diablo3' to be rated M (Mature) on the 13th day [of the current month] of the year 2012 during the 4th judging.
Because Cash trade is not yet implemented (completed) it was declared that the system was not a target of this rating and the board decided to not evaluate it at the current time.
According to the laws regarding expiry dates and temporary clauses, in case the cash trade system is implemented via an update, instead of a review of the current content [the game] will be have to be resubmitted for a reevaluation of its rating.
Update from the same source, they contacted the Board and they confirmed that the game that they approved was in fact the one with the disabled RMAH and disabled Battle Coins.
Translated: After contacting the board we obtained a reply saying, "Trade through battle coins can be exchanged into any other currency at any time and due to Blizzard not providing an actual working form of this trade system we were unable to [evaluate it] in depth and had to pass the game version with the deleted RMAH"

I do find it amusing how many think korea has anything to do with the game being delayed. they obviously haven't played beta. Server's are not optimally stable, the client is buggy and unoptimized. then again there are those that are aware of how "beta" quality it is and say it's on purpose to hide korea delays, wtf? What utter nonsense.
Did you play the beta since day 1? The beta was flawless then, and NOW it's buggy cause they started adding stuff. And how long does server stability testing take?! I don't know the numbers and stuff, but with constantly adding beta players for more than 4 months, I would've figured that the server testing must be nearly complete; but of course there's gonna be 1 million times the players there are currently in the beta, but they should be able to calculate the needed server strength with the current numbers of beta players.
The last "contest" beta invites go out on Jan 23de right? Not talking about the random wave from Blizz.
Hydras won't stay like this (I would be very dissapointed if they would). Every rune change color of hydra and nothing else, I expect more from blizzard

did you read what it said above the video? All the attacks where different but missing some of the effects... poison one adds clouds after.... arcane one blows up... big one shoots trails of fire (which does work..just not animatied) ...so how are they even close to the same thing?

Of course NOW the game is not delayed by SK, but it may have been delayed at first, so developers started adding new new stuff into the game and now they need to test everything they made after the delay..
I think that's the case.

If you want to know the reason for Diablo's delay, you really don't have to look much further than the 2011Q4 numbers across the video game industry. Down like 20% from 2010. Blizzard has already lost like 2 million subs from WoW, I imagine on their next call, they'll be down another 400-600k in subs simply based upon this (completely ignoring any SWTOR effect). So, if this is the case, imagine them putting extra resources into a known profit maker and taking a little away from one that can be put on hold for a few weeks/months. Also, look at all the other titles from other game companies that have been delayed already this year. Seems like there might be a little bit of soft panic in the industry with the poor showing. (I think the pandas in wow are a desperate gamble to rekindle interest in something they see as reaching the end of its life cycle)
If you remember the Blizzard release schedule that was leaked last year, they are already behind on like 2 or 3 other releases (SC2 expansion, most notably), so it's not hard to imagine that everything has fallen behind. Again. I'd possibly point to the big drop in WoW subscriptions as a contributing factor. They don't release a lot of games, so they rely on that constant revenue stream. If it dries up a little, imagine the impact it'd have.
You can also look at some of the blue posts. The follower system is being totally revamped (survivable after normal) - imagine the issues that creates with the latter difficulties. You'd have to reduce the player effectiveness and/or up the monster effectiveness to compensate. It's a decent sized change to make.
And the retooling of the socket system. That has to be a lenghty process. Some of the runestones make no sense or are just dumb. The demon hunter one that are all various on shadow beasts? Get a little creative would you. Some of the damage numbers seem way off on a few of them too.
The "balance" issue is a bunch of hooey. WoW has been out for, what, 6 years and it still isn't balanced in their eyes. Look at some of the previous builds of this game. Upping damage 1% here, lowering it 1% there - that's not balancing, that's just minor tinkering (ie wasting time). There will be tons of patches post release - there is no real need to hold up anything for a balance reason, when that is easily patched every tuesday until they are happy with it.
And I don't want people to fuel my nerdrage either, it's tiring...

If Blizzard had any balls, if Korea doesn't want an RMAH, they don't get D3, period. They just gave the 3rd party sellers a giant, lucrative, EXCLUSIVE market to work in. This gives hackers/account thieves a great big income stream, which keeps them fed and working, which puts other people's accounts at risk. This whole thing smells suspicious. I wonder, who has authority over this Ratings Board? Direct voters? Executive branch equivalent? Parliment/Congress equivalent? I don't know much about South Korean government.
Not sure to understand what he is saying. Is he saying that S.K. will have real money AH without cashout options? But people can still put real money into their ebalance?
