Another solution could be to make it quest reward, but make the quest repeatable every X character levels, let's say every 20 levels. That way the player can get a handful of respecs at different stages of the game without worry about whether they will lucky enough to find one.
Of course that quest would have to eithe be really long or really hard to complete.

If we are to assume the only one skill change per token approach, then this would need maybe need to accur more often, maybe every ten levels and there might also need to be dropped respecs.

I'm leveling my char to 99, takes months. I'm currently at 95, and I'm getting tired of playing the same style, so I want to respec him and change his play so I can have some diversity to reach 99.

I think MFers ruin the game all together. They don't appreciate the game for what it is.
MFers wouldn't really have a need for these items though with the item having no trade value. The only reason to get the drop is to change your gamme play and if all your doing is MF then these drops aren't worth anything. They could also make these items not effected by MF stats.
Edit: with the items being random drops you could keep getting these items at level 90 so you can still change your character and try something new without loosing your character. Plus this would add one more thing for high levels to do.

i like the idea of being able to experiment with trees without releveling a character of the same class more than once
looking around, i like the wow approach to respecing. dual specs sounds like a fun idea, and it makes sense as far as i can see. as for the out of combat idea, for a replacement they could add a 1min penalty in swapping between these dual roles(or combat advantages as there is only one role in d3... kill stuff).
though this may not work with the new skill distribution style, but an alternative will be a refreshing change.
surely blizz is starting to feel the downside of all this changes (not saying the changes are bad)... the balancing issue is becoming quite complicated as far as i can see...

WTF are you talking about....? Did I make any reference to D2? I know english isn't your first language but I mean, it's plain as friken white that what I'm talking about is D3.
Implying that leveling a character to a maximum level will require an extensive ammount of time is not just speaking in terms of D2. I'm pretty bloody positive that it will be exactly the same in D3.

When your universally known to be a company which creates groundbreaking games with "near to perfection balance" you sort of feel a certain ammount of pressure to design things meticulously. Requiring alot of back and forth designing in order to push the limits.
They've always said that they push the ideas past the line in order to find the line. Then go back a few steps and balance everything. Not because they try to do shit that they can't, or they get into way over their heads. When you've got that much resourses, talent, experience available you can do anything, with the right ammount of time.

And we don't know if the end game leveling will be so long and so boring like d2. I hope not.
I respectfully disagree. I think that Blizzard know very well the implication of creating a game by their own standards. When your universally known to be a company which creates groundbreaking games with "near to perfection balance" you sort of feel a certain ammount of pressure to design things meticulously. Requiring alot of back and forth designing in order to push the limits.
