Golbins are already much too established in the world as a neutral faction and would require a massive overhaul of quest hubs and leveling if they were included. Unless a new Goblin faction was created, which I doubt.
The Ogres are by nature divided now after the Horde, and seem to have trouble doing anything worthwhile. Besides, the Gronn rule over them, and they aren't the friendliest bunch.

PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

As far as I can tell, that was not the reason Blizzard left them out of the game, even though supposedly they wouldn't be able to release that particular content in China.
The Chinese market may be as large as the American and the European together, but it does not generate the same amount of revenue for Blizzard. First of all, the chinese pay less than we do, and secondly there are a lot of other busniesses involved in distributing WoW in China, leading to less money coming to Blizzard. I suppose the removal of the Pandaren was a story-based one.
