Easily worth 25 mil, because of the raw damage. There is no IAS on that bow, therefore the damage is true damage, and it is going to hit like a fucking truck 100% of the time. Granted you are missing out on a lot of Crit, but it could be made up for.

It would sell for more easily. All the ones with a socket or crit are triple that price and if it has both it is six times that price on the AH.
Mine is 1306 dps with 148 dex and I gladly paid 25 million for it a while back.
