This mainly relates to the + damage stat commonly found on rings and amulets. So for example, if i have a ring that says + 2-4 damage, is this 2-4 damage just added onto my weapon's base damage? If so, if we had 2 weapons that had the same dps, one with a higher base damage but slower attack speed, and another with a lower base damage but higher attack speed, wouldn't the faster weapon take advantage of this damage "bonus" more often and thus be more effective with + damage ? This is all assuming that it works the way I assume it does.
Also, what is the difference between this and + to min/max damage ? I've seen rings that had + X damage to min and + Y damage to max, and wondered whats the difference between this and + X - Y damage. Any clarification would be helpful.

normal damage: 100-200; with + 10 min dmg = 110-200 or + 10 max dmg = 100-210
