Given that IAS is additive AND that it is already included in the DPS of a weapon?
1. Should you always go with the higher DPS weapon regardless of attack speed?
In what case would you want to go for a faster or slower weapon even if it meant a DPS hit? (especially for Witch Doctors).
For 2 items with the same DPS:
Fast attack speed means you can cast spells quicker, but they'll do less damage,
Slow attack speed means less frequent, but harder hitting attacks.
For 2 items with the same DPS:

So unless there is a certain proc you are looking for in general it is better to go with the higher DPS item regardless of weapon speed?

As a general rule, yes. Certain builds (notably Barb and Monk ones) rely on high resource generation and would represent a non-Proc reason to go for IAS. As stated above, any damage bonus item or open socket on the weapon for a Ruby also makes faster weapons more valuable. Given two weapons with the same DPS, I'd usually go for faster attack speed, just for these reasons.
To play Devil's advocate, using a slower weapon may be of more use in harder difficulties, since you don't always have a lot of time to sit and spam your skills. Being able to 'drop a bomb' and move on quickly prioritizes slower weapons over faster ones since you don't have time to attack multiple times anyway.
