Honestly though, from all of the canon literature we have to date, the High Heavens are run by a Council. The Burning Hells are also run in a similar hierarchy, but not necessarily the same. Keep in mind, the general thought is that the High Heavens represent Order, and the Burning Hells represent Chaos.

If you read the sin war trilogy, you'l know a lot about the sanctuary and how it came to be. The sanctuary was created by a rogue angel, Inarius. There is in fact, no God, but the high heavens which is controlled by legions of angels. Then there are the burning hells, home to the prime evils. The cool thing is that according to Diablo lore, humans are the biproduct of Angels and Demons mating so yeah, as far as I'm concerned there is no "God" in Diablo...
Keep in mind that there are different religions in Diablo culture, so to only have one "god", so to speak, would nix out the other religions. If only I could recall Blizzard saying something about this...
This does point to the existance of other entities, for example Trang'Oul.

True enough. The "Gods" that have been worshipped are other entities entirely, or just Nephalim. If my memory serves me correctly, Bul-Kathos was "exalted" amongst others, wasn't he?

Aside from Trag'Oul, we don't have any name for any sort of deity outside of Heaven and Hell. How did this discussion turn into a religious debate? The monk does not represent any real life religion. Sure, there are monks in Tibet and shit, but that doesn't mean that Blizzard used that as their inspiration.
The Monk represents a religion in the Diablo universe. Nowhere, in any lore, does it say that the monk represents Hinduism, Buddhism, or any other eastern religion. There should be no bridge between a false religion and a real religion; it's sacrilege.

Dialon is Diablo in disguise, you can put two and two together if you read the Sin War books, as what they stand for is opposite of who they actually are.
There are very many gods of Sanctuary, Amazons have 3-4 godesses, Sorceresses have 3 gods, Druids are more in tune with nature and believe in natural spirits, Barbarians regard the Ancients as gods, Priests of Rathma treat Trag' Oul as a god that keeps the world well balanced. The Assassins aren't well known because of how secretive they are, and Paladins are followers of the Zakarum. Witch Doctor believes in voodoo gods and if you read some of their history, they had tribal battles to capture sacrifice victims. Wizards I am not sure about. Monks have their 1001 gods, though I wanna ask one to name all 1001 and see how far he gets. There is the Triune and The Cathedral of Light led by the Prime Evils (in disguise to the general public, as the much high ranking priests know who the Triune really is) and Inarius respectively. There are yet many other small much less known religions also.
