Well since they don't have any parents, that turns into a challenging task. If you could somehow argue that they had parents, we'd have something to start with.
I mean, I could conjecture up anything here about Diablo's Mom, but it wouldn't really be relevant to the established lore in any way.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

i thought in lore all three of them came from the black abyss? they were the first three to come from there. the real quesiton we probably should be asking. is....

All I know is I walked onto into a public restroom earlier today to wash my hands and was hit by the strongest prime evil ever in the stall behind me. Barely made it out without hurling.

If you want to take game-play wise, here's my take. All this talk is about SP, btw, and I'll mention the lesser evils.
Andariel: Wimpy. I killed her in Nightmare and Hell without even seeing her. My Bone Spears must have hit her and killed her without me meaning to do that. Even on Normal, all she took was like..6 Mana potions.
Duriel: Duriel is a fucker in Normal, in any given scenario, unless you have a pretty OP'd melee character. In Nightmare and Hell, my Bone Prison made him the proverbial sitting duck.
Mephisto: Yeah, I seriously feel sorry for the dude. I just lure him, then go to the other side of the small river, and spam my Spirits until he dies. On Normal though, on of his lightning strikes hit me by accident and directly killed me. That was hilarious.
Diablo: Well, he's a hard one. His red lightning almost killed me on numerous occasions, his charge attacks, and his fire attacks are fucking massive. Easily the hardest and most powerful thing in the entire game.
Baal: All I have to say is "lol". All his "wave" does is interrupt my spirits and puch me back, and that thing he blows (no, not Tyrael's dong) at me just drains my mana. Scary scary Baal, I could beat him halfway to Guatemala with my left nipple.
The Archbishop Lazarus was an ambassador from the Zakarum Church and an advisor to King Leoric. According to the manual to Diablo II - in the form of a letter from the Patriarch of Zakarum - Lazarus was the Custodian of Mephisto's Soulstone in Kurast sometime prior to his arrival in Khanduras.
Note for those who don't know: Lazarus says diablo is the strongest and the leader of the three in Diablo I tomes. I've included them in the thread called Diablo I tomes in lore section.
I don't see it literally saying "Diablo is the strongest" in either of those quotes- did you leave something out or did I accidentally miss it in your post?

I think they mainly just said that in D1 because then the game was all about Diablo. Not to mention Lazarus was obsessed with Diablo. Of course he's going to say his master is the strongest.
The books weren't even around then. So things might have changed since then.
I'd figure Baal would be the strongest with a title like Lord of Destruction and being the D2 final boss and all.

As far as sheer strength goes, Duriel takes the cake, mental strength goes to Mephisto, destructive strength goes to Baal, but Diablo has a balanced amount of all three strengths, making him a triple threat.
