Ye, for me Act 1,2,5 for reasons too long to explain (Decided on Act 5 in the end.)
But since there are not many negatives about the acts I dont like, i'll explain those. (I do like certain things about acts 3+4 , but I'll just focus on the negatives.)
Act 3: Lame Monsters imo... Like other than the High Council i found the monsters pretty damn lame... Hell, even Mephisto was a little weak looking imo. (Not to mention.. ANNOYING monsters!)
Wasnt a big fan of the scenery... The jungle got lame after the first quest, and I hate how EVERYTHING was a giant maze.
(Loved the Gidbin quest though... Just thought I'd put that in there.)
Act 4: Too short, felt like it was half-assed imo.
Scenery was cool, but was expecting a lot more since it was Diablo's act.
I hated those leapers and those stupid burning souls or whatever they were.
(Although anti-climactic, Diablo's death was relatively interesting with his soul going into his mouth and stuff.)

I agree about a lot of the monsters being lame. They never really struck any terror in me like they should. Doom apes, more buzzards. The Zakarum were kind of interesting if not threatening. They needed to do a lot more with them because it's rare you encounter monsters that are actually humans.
I disagree with you about Mephisto though. I thought his design was wicked cool. Seeing him made a lot of Act 3's efforts worthwhile.
You guys have to be kidding me, the encounters when you go down into the entrances under Kurast are the most unforgiving encounters in the entire game, imo. (maybe they got nerfed a bit though, been a while)
Act 3 does have the Stygian Dolls. And if anything came close to giving me such pause, it was them for sure. And not just because of their game mechanics with how they exploded, but they were just these freaky undead tightly bound creatures that seemed more intent on killing you than any other monster in D2.

Agreed, they were so fast and agile, it was almost impossible to lose them, and the amount of damage they dished out was sickening, I would have to say of all the badies in Diablo, they killed me the most.
I am still certain the durance(s) are still the largest dungeon's of them all. I loved mf'ing for socketables in the durance of hate, so many chests and stash's. Maybe act 3 was my fav, the overall color scheme and effects of everything, were most appealing to me in act3 as well, besides that creepy Hralti (i think that how u spell) in act 3, which im still not certain of it's gender.... one Blacksmith I refused to deal with.
Act 1 just has nostalgia written all over it. There are no annoying monsters as far as I'm concerned (which is a plus), and fallen are just way cool. The minus is that, to me, it doesn't really have that 'oomph' to make it to number one.
Act 2 is vibrant, or painfully bright. The amount of extra dungeons in this place are also fun to explore. Also, the Arcane Sanctuary is awesome. Minus is, of course, the Maggot Lair.
Act 3 is a maze. At times it is good, but when you realize that you are on the wrong side of the central river AGAIN, it's just not funny anymore. Also, fetishes.
Act 4 feels rather plain. At least, until you reach the river of flame, which is another cool part of D2. But before you get to that part, Hell feels rather empty, gray. More like purgatory instead of the Burning Hells.
Act 5 is just massive, but sadly also way to linear. The music, however, was great and I often stayed in Harrogath just to listen to the soundtrack.
I chose Act 2, since I love the music, the amount of tombs and the Arcane Sanctuary.
Quick note, I always found the difference between the Summoner and Duriel steep. I mean, the Summoner is weak, but Duriel...
Act 3. I love act 3 because it's awesome. Ill tell you why. . . First off, "You now speak to Ormus". Second off, "Dammit, why wont you people just leave me alone". . . seriously though. Organ collecting, in the darkest, grittiest, and deadliest jungles imaginable with knife weilding midgets that stand on each others shoulders and spit fire. You got the thorned hulk, hunters, giant fucking spiders(omg teh spiders O.O), deformed council members, willowisps (They get a bad rap for their use in act 5, I think their sparse useage in act 3 served them better), and frog demons. Best architecture by far, I dont care what anyone says about travincal, it is one of the best moments of the game. The Durance of hate with its huge spikey gore pits, corpse piles, and foreboding mazelike construction. The failure of marius before the three (I dont blame him), the opening of a blood red portal to hell across a bridge of shattered bones surrounded by a massive pool of blood, the transfomation of the dark wanderer into the Lord of Terror, and the fall of the Mephisto. Need I say more?
I'd rather say Act2 is the most not unique one, since the desert is treated in many games and always with the same themes and dungeons shape to explore (catacombs, zombies, mummies...)

While those are cool things, they don't shape up a good act in particular. Good luck catching those little fuckers with a melee character, which gets boring and frustrating. The basic structure of the act itself is messed up. It's just a screw up, and not in a good way (yes, a screw up can be good. See: Act IV).
I think that's what made it unique, though. It's tormentsome and annoying structure, in map layout and monster design, is what would be more reminiscent of a jungle, in my opinion, than something more open and manageable than the large behemoths of Hell or the Plains of Despair. It was meant to feel claustrophobic and annoying, I think.
Man, every act had annoying creatures. Fallen, leapers, fetish, wyrms, imps. Why come down on act 3 in particular? Melee characters did have troubles with those bastards but I never got tired of bashing their little skulls in.
Act 3 is the best because it tells of the great fall from grace that the Zakarum people suffered. The price of their hate paid in blood. The other acts don't really offer that. The monestary in act 1, perhaps, but that's about it. Act 4 was devoid of any humanity, there was only the damned and demonic, Lut Gholein wasn't nearly as fucked up as Kurast, and act 1 and 5 gave me the feeling of sparsely populated rural areas.

Act 4 was also just disappointing because of the lack of NPC dialogue. Jamella and Halbu didn't talk, and Cain and Tyrael had only one script of gossip.

I can ask for better dialogue, scenery, monsters, etc.
And anyways... half the time I got like an El rune from hell hellforge haha
