Of course, as far as I can tell, Baal never did follow Diablo into Hell. I wonder if it's significant in any way that Cain did not foresee any of Baal's plans. And overall, I wonder what Baal was doing as soon as you encountered Mephisto. Cause he was there, wasn't he? He either followed Diablo into Hell, or left Kurast. But I don't know if Baal intended to go to the Worldstone before his brothers were slain.
Well, that's what the ingame people (Cain and Tyrael) said. But that doesn't mean it's true.
When you meet him in-game, Baal himself says "My brothers will not have died in vain!", giving me the impression that the defeat of Mephisto and Diablo were part of the plan. In that case, the only purpose both of them served was keeping you busy while Baal gets to the Worldstone.
No thats just how you perceive it, it doesn't actually allude to that.

When Baal says his brother's deaths will not be in vain he is speaking of their master plan. If he completes their goal, their deaths will not have been for nothing. They gave their lives trying to see their ultimate goals realised.
Mephisto's and Diablo's deaths were in vain only because we killed Baal. Had we lost, our death would have been in vain. We killed so many demons, and fought so much evil, saved countless lives and towns from annihilation , but it would have been all for nothing as Baal succeeded.
As for Baal following Diablo, I guess he might have, he had to raise that army somehow, and many of the demons in act 5 were not in the previous acts, nor did they come from the lands in act 5 (the Frozen Creepers and Abominals are among the few monsters in that act that lived in the area before Baal turned up), so I would assume they were still in Hell at that time. Then Baal turned up and recruited them.
The Succubus in act 5 are Baal's private harem, I assume they were in Hell during his incarceration, so he must have gone and picked them up.

Baal followed Diablo "in hell" .
If you remember the cistematics ... When "The wanderer" transforms into his origial form ( Diablo ) he is entering that portal ( In act 3 at Mephisto ) so Baal folllowed him into the "Sanctuary" . That sactuary was called Hell .. Also if you remember exactly "Pandemonium Fortress" is "the crossroads between Heaven and Hell"

2) They're referring to the Chaos Sanctuary in that part.
I think the portal took Diablo to the Chaos Sanctuary, but takes us to Pandemonium Fortress. Why? Because it wouldn't be much of an act if they just threw us into the Chaos Sanctuary.

If I remeber exactly .. Baal makes his army after he tooks the Soulstone ( desquised as Tyrael ) from "Marius" who was in that prison !
