Umm, Mephisto clearly says for Diablo to enter hell:
Mephisto: Now my younger brother, it is time to assume your true form: Diablo, Lord of Terror!
-Diablo walks toward the hell portal and stops at the entrance looking back-
Mephisto: You are the harbringer of our return Diablo, send forth your Terror into Hell.
Not sure what you don't get about those quotes, Mephisto is clearly sending diablo into hell, "Send forth your Terror into Hell" really acknowledges this prediciment.
These are not, however, necessarily commands in the grand scheme of things.
Mephisto is still the host and his two brothers guest in his domain. It's quite impossible for us to speculate in what Prime Evil traditions there exist, but for practicalitys sake (and the Three are very practical) it is, as I pointed out earlier, smatest if the one with the greatest knowledge in the current situation leads, which in this case is Mephisto since they're in his Durance.
Before Mephisto states the first quote, they've all three aided each other in opening the portal. Once again judging from the cinematic, it seems Mephisto leads the ritual. Thus, he is in charge. When he is done, he signals this by asking Diablo to shift form, thus moving on to the next phase of their visit.

its a safe guess that Diablo is the best choice to put fear into his followers and lead them into battle

I say they were following his orders because he was the most "Established" of the three in Sanctuary. Also, Mephisto isn't really that weak as an entity, remember he only had probably around 1/5 of his power put into Sankekur(I think that was his host.) because he split his stone into 12 pieces and gave the biggest one to his host, remember?
someone should use jamella and summon diablo baal and meph and see which one actually wins. i remember playing around with jamella on open and making an awesome sword with a hidden attribute that summons diablo when you kill 10 enemies. i gave em away to noobs and they were like wow thanks!!! then everytime they killed 10 guys diablo would appear and kill them. they were so confused, it was halarious!

In mythology, Mephisto, or Mephistopheles had many children spawned from the pairing of evils, the pairing of heavens and evils, as well as the spawn of incubi. Mephisto controls the supposed portals the the gates of the underworlds as well as assigned to collect souls promised to the Lord Lucifer himself represented as "Diablo". This would suggest that Mephisto was the strongest in battle due to the pure sociopathy of his personality. In many stories the Devil (Diablo) makes well on promises and deals that he makes with mortals as well as those from the angels burrow, however Mephisto lives on deception destruction and sadism.

By representing Hell as a circle Dante Allighiri dismissed the idea and brought Baels representation under false assumptions into the sixth layer of Hell, Lucifer or Diablo of course reserved in the seventh layer, suggesting that Diablo kept Bael under his thumb, supporting the theory that not only would Mephisto kick Diablo's ass, but he could wipe his ass with the afterlifeless Bael and discard him like a cigarette.
Which you base off of real world accounts. While Mephisto, Baal and Diablo are all based of real world stories and myths, they are not the same. While they may certainly provide ground for speculation, they have to yield to any in-game observations in the end.

Don't be racist now, It's hardly his job to try and explain to you the difference between the characters created by Blizzard and the characters created by god knows who centuries ago.
The Three Prime Evils have NOTHING to do with the real life version of Satan/Lucifer7The Devil/whatever. They are based off of our beliefs, myths and stories, but they are not the same.
Elfen is really the expert here, but as far as we know, Diablo, Mephisto and Baal were spawned from the Black Abyss and are, for all intents and puposes, equal in rank. Diablo would lorewise appear to be the strongest, and Mephisto perhaps the most evil, as can be seen on Mount Arreat. Either way, any form of proof from real world christianity is useless in a debate over who would win. They're not the same.

Meant no racism. I apologize. By what "we" believe, I assume you are referring to Christianity. IMO there are no real life entities as such in Bael and Mephistopheles. My point though was that 80% of the game is based on Judo-christian mythology and therefore was grounds for my information. Keep in mind, we are debating the strengths of video characters........ I'm not sure that this would be a subject worth Debating, maybe establishing opinions, but it IS a video game.

They are based off of them, but, their relationship does not seem to equal what you put forth. In the Sin War (spoiler) the Temple of the Truine shows an equality, and the Three, by all accounts, seem to rule Hell in a joint effort.

You forget that in that very mythology, Lucifer is the one who led the revolt against heaven, and is the Chief Prince of Demons (fallen angels)... Mephistopheles is not cannonitically considered a Jewish demon. His popularity mostly came about with the play Faust.
Like Phrozen said, Diablo is not Satan. Diablo isn't even remotely like Satan, since he's supposed to be an Angel of Light (after the Fall of Lucifer, he's considered the Angel of False-Light, or Lies, or Prince of Lies.) Diablo is a big red dragon with a Spanish name.

I mean Mephisto is a one hit wonder with his little ice ball thing and baal is too busy cackling maniacally and letting his minions do all the work but Big D has no problems getting down and dirty once you summon him and kicking EVERYONE'S ass hell, he'll even make a special ass-whoopin' appearance if you sell enough SOJ's
So with that, I'd say Diablo's badassness would rule out and he'd smack his brothers back in line
