Alright. I would start the game, enjoy the game, play the game. About 20, 30 minutes in, I suddenly go from 59/60FPS to 6/7FPS. And it'll be that way for about 20/30 seconds and return back to normal. Happens every 3 minutes on average afterwards. It's extremely troublesome and annoying. My Spec's are fine, I'll list them after I'm done talking. I Started playing the game at medium settings. From there, I tried lowering the sound channels (Blizzard Blue on Forums said it may help), didn't work. I lowered all my graphic optiions and turned OFF what I can, V-Sync, Shadows, All the yummy stuff I enjoy in Skyrim at good fps. Still didn't work. So now I'm pleading you guys for help. Last thing I need is for this to happen during launch. x_x

Your laptop is overheating. It's underclocking itself to cool down, then goes back to normal speed until it overheats again, repeating the cycle. A lot of older gaming laptops don't have enough cooling to play modern games like Diablo 3, so this problem is rather common...
The easiest way to fix this is to use Diablo 3's FPS limiter to cap your frame rate at 30. Or cap it at 55 and turn on VSync (which will also act as a 30 FPS cap, but no image tearing).
