Since path 2.3 I am having insane network latency spikes. At the first moment I create the game the latency is around 600-700ms and it gradually goes down to 100ms (which 100ms is good for Turkey...). However, while playing the game the latency spikes to 1200ms-1500ms and goes down to 300ms and then spikes again to over 1000ms and eventually my server disconnects. This issue is hitting my nerves since I cant find a solution to it. I have contacted to blizzard support and what they told me was to enable/disable vertical sync or change the resolution to windowed mode, which sounds ridiculous. What the hell does latency spikes have to do with vertical sync or windowed mode.
Hope to get a proper response in this Support Forum. Will share my tracert, dxdiag, or whatever is needed if I get a response.

Well I got the same problem since yesterday, also lives in Turkey Istanbul got pretty fast connection around 15mbps. But since yesterday im seeing huge lag spikes and its almost unplayable any solutions.
Could be a firewall problem. Whenever a game is patched, there's a chance that the firewall will stop recognizing it as a safe program and will attempt to restrict network access to it. Have you tried turning off your firewall?

Yep. Totally separate issue than what the OP is having. There's a big difference between FPS (framerate drops) and connection latency. The OP is having issues related to his ISP.
I had to stop playing HC for several months because my ISP (Comcast) was having an issue in my area. I'd contact your ISP, MrJCB, and see if they have any answers for you. If you're not having problems with other games or internet connections (load times), it's gonna be something in the connection between your ISP and Blizzard, but not something on Blizzard's end.

I stopped playing at the start of season 3, tried to play now, but my latency is never below ~120, and jumps much higher from time to time (and often feels much higher than 120). I've never had this problem in Diablo before (it was 60-70) and I don't have this problem in any other game, neither does my internet test show any high pings.

Firewalls allow or disallow traffic. Not sure a firewall issue is the cause. This weekend I noticed that whenever a WD was in the group lag would set in, it was almost unplayable.
Whats funny is that Blizzard seems to be sticking to their guns in passing the hot potato over to the ISPs, in spite of evidence that points toward the bug being unrelated to the user's ISP:
1. Reports of the issue skyrocketed at the start of season 4, which implies that it was brought on by a change in the game.
2. Large numbers of players in all regions across multiple ISPs have reported encountering these latency spikes, meaning its extremely unlikely that an ISP is to blame, or can do anything to resolve the issue.
3. The issue is most commonly reported as a spike in latency, accompanied by strange behavior in the game such as enemies standing still while player characters are still able to move (but not attack). These symptoms reek of either a server issue, or incidental packet loss happening at one of the "hops" between the user and blizzard. While the later is possible, its extremely unlikely that multiple ISPs across the globe are coincidentally experiencing the same packet loss issue in the same time frame. It MUST be somehow related to the game.
4. Blizzard support staff have been acting very fishy about this issue. They have been giving players obvious cop-out suggestions like "switch to a wired connection", or "flush your DNS". Not only have these suggestions been unsuccessful at resolving the problem, they also insult the intelligence of the player reporting the issue. First off, these kinds of tests are the kind of thing you try before you get tech support involved. Secondly, it doesn't explain why the issue wasn't happening (or was at least far less prevalent) before 2.3.
TLDR: Blizzard probably broke something and is either unaware or unwilling to accept fault.
If you want this problem to be resolved i suggest that anyone and everyone who encounters latency spikes should post about it on the support forum. They can't brush it off forever.
Yesterday we had almost unplayable game. We all lives in Macedonia and have pretty decent internet speed around 15 Mbps. We were playing party of 3 (Barb, monk and WD). On torment 10, everything was ok, no lags. But when we started playing greater rifts from 58+ lagging begins. On GR61, 61 and 63 game was almost unplayable with heavy lags.
I dont know why Blizzard cant fix that issue. ITS OBVIOUSLY SERVERS ISSUES after new patch 2.3 and season 4!!!!
Me and my friends are playing from Serbia. We played GR 62-66 with Darts Doctor, Heal Monk and Wizard with SS, Flame Blades + Pain Enhancer (me being the wiz).
Now, when i use Pain Enhancer the game just stops for almost a minute or so at every larger monster pack (20+monsters, especially on GR65+). And that lag does not only apply on me but to the entire group. Btw one of my friends plays from Bosnia and the other plays from a different town in Serbia with a different ISP. So we all have different ISP's but the lag is there. Everyone turned off the win firewall and all that stuff, problem remains.
When i dont use the PainEnhancer gem, it's a bit better, but still when there are a lot of monsters on the screen, it just freezes and it still takes 30+seconds to unfreeze. But by then we are all dead.
I just wanted to share my experience with this problem.
Game has become totally unplayable and I'm experiencing crashing now (64 bit OS here). The game hasn't received a technical update in years, I can't even enjoy the new content as a result.

Blizzard has barely even begun to address this issue. They're just now acknowledging that it affects more than just Shaw ISP customers in Canada.

Personally, I've been having latency issues since S4 ended.

HotS used to be my only problem, now it's only D3.
