I'm working on getting my barbarian stronger in order to do rifts in harder difficulty, but doing rifts on hard/expert I rarely get a legendary, and I have yet to get my first set item..
Is rifts my best option to start getting good equipments?

You should be able to slowly accrue sets/better legendaries from Kadala with the blood shards you are getting from those rifts however. Torment legendary sets and items are in the gambling pool regardless of difficulty. And here's a list of torment specific legendaries to help you. It's odd that you haven't stumbled on Blackthorne's though. They had millions of pairs of pants apparently.

Best set for Barbs? I would say Raekor's. Charge can be a bit dodgy but it can utterly destroy groups of elites or mobs if you're not all thumbs like me. I personally have a mish mash of both Raekor and Immortal Kings set at the moment.
I know little to nothing of Barbs. But I do know that you need to work your way into Torment1 difficulty and farm both regular and Greater Rifts in order to "farm" Kadala.
Getting your character built up enough to be able to play T1 can be done by making use of crafting plans that drop to subsidize serious holes in your gear slots, as well as making sure you're using a solid build. Though I know nothing about Barbs, these players do. Browse our Barbarian subforum and pick the brains of some solid Barb class players.
Another option is to utilize the games public-game format to get in on Bounty hunting. These games are typically centered around people playing for the Ring of Royal Grandeur, a ring that makes great use out of the first few set items you do find.

Low level Greater Rifts are great for getting set items. They basically skip the torment level requirement (since low level grifts are easier than torment rifts) while still having the same pool of items.
