I really like all the new additions they've made to the legendaries since patch 2.1. However, there a still heaps of legs that are completely useless and not just at lvl 70. There's not just heaps of useless legs but there are too few interesting items of the one's that are any good. Then, there's the BIS business, which isn't just end game, its game over. Once you get Ice Climbers what's else is there to look forward to.
I played the game on PC when it first came out and found it a pretty poor rip-off of D2 but now with an expansion under the belt and a decent content patch the game is only just starting to resemble D2 on launch. There just is no content, no balance and no for-thought on how to plan out the game for further content creation.
So after quitting on PC I waited patiently knowing it would be released for PS4 with all those promised goods and and got that with ROS almost after release and already the game is pretty much over. Rolling T6 mobs co-op in just months, got my 25 grade gems and 850 or more gems of each type blah blah everything else. On top of all this there is little well collected information of what things actually do in the game. Its just become impossible to even know really how much damage you're doing anymore with so many different stats that all do the same thing anyhow - damage or damage mitigation.
Then there's gold. Like WTF?? Anyhoo, played the new D3 and its was better than the old one by far and playing offline is the only way. I hope the next patch not just brings new and refreshing content but improves the balancing of the items "SIGNIFICANTLY!", cause it seriously needs it.

A lot. As a Monk, I go with Illusory boots over IC's. Why? Because my Serenity has such a short cooldown, and my Epiphany has such stellar uptime, IC's are unnecessary. Walking through mobs unhindered (and wallers), now that's the shit a Monk needs.
On top of all this there is little well collected information of what things actually do in the game. Its just become impossible to even know really how much damage you're doing anymore with so many different stats that all do the same thing anyhow - damage or damage mitigation.
I agree that the tooltips just don't do well with exacting descriptions. The use of words like "sometimes" and "Has a chance to" smack me of an unnecessary riddle. Some items look amazing, until you realize they have a hidden Cooldown mechanic that renders them undesirable over many other choices (Kekegi's Unbreakable Spirit/Ess of Johan).
However, I do appreciate the concept of non-sheet damage, non-sheet healing and non-sheet toughness. To come to terms with many items/builds, one must take to the laboratory and experiment. A smart, attentive player will suss out the best use of non-sheet applications.
As a Monk, I happen to find Krelm's Buff Bracers to be BiS over anything other than Lacuni's. Not being stunned/knocked back is a life saver/time saver that I find to be excellent for t30+ Grifts. Not being knocked off-mark IS a great example of non-sheet DPS/non-sheet toughness. Truly, you can do more Damage Per Second if you're not being whalloped into a stun-lock or flying 30 yards across the screen.
I agree that MANY of the items need attention. Absolutely. However, there are quite a few items that get little love, because some people cannot deviate from the cookie cutter prescriptions they receive while reading forums.
