They need to scrap paragon lvls. Cap the lvl to 90. and DRASTICALLY reduce exp from kills. And only 3 lvls of difficulty. This torment slider crap from 1 to 6 is ridiculous and has created more exploits then you can count. make only 1 torment like how inferno was when D3 was released.How can one see ladders fitting into this D3....? It Makes no sense to have ladders in this game as it is. The hardest difficulty. should be just that the hardest, impossible elites to fight that take forever to chop down even with top gear.
Except that won't solve anything. The exploits are going to be still there regardless of how you set it up. So what if you reduce the exp gain? Everyone gets exp slower, not only exploit farmers, and the relative position of people who exploit and ones who don't are still going to be the same. Worse, Inferno 1.0 is almost universally hated, especially by more casual players, which means you will kill the game. (IMO that was Jay Wilson's biggest mistake, listening to the fans on difficulty.)
Paragon / XP races are going to probably be what people are interested in the least when ladders come, because remember, we are also getting 'challenges', with leaderboards. Who cares if someone found a way to exploit a quest and get huge paragon lvl's, when the party is going to be set dungeons with timers / endless wave dungeons ect.
