Rifts are better, as they have a 100% increased legendary drop rate.
Torment difficulties have a 15%^(Torment level) increased drop rate, so higher Torment levels have higher drop rates; however, since it's only 15% you need to make sure the higher difficulty is almost as fast to ensure that it pays off.
Kill the rift boss and, if you're close to the next level, hop in there and have a short look around. No need to fully clear, but a little bit of clearing is fine.
would you fellas recommend just cycling through rifts for the bosses, or actually full clear all the mobs from all the floors?
It really depends what you're looking for. Many people I know finish a rift if the area has high mob density, or often clear almost everything if it's not a really empty act 5 map "because there could always be goblins". In my opinion, there can always be goblins in the remainder of this rift - but so in the next one. Another reason to clear rifts is to make full use of them when you're starving for blood shards.
I have hundreds of blood shards, so this is not an issue. I like to close the rift as soon as the rift guardian is dead - only exception if there are elite packs or a Conduit Pylon nearby. Why do I want to rush through as many rifts as possible? Well, because 1) I want to have as many rift guardians as possible to get as many Blood Shards and Forgotten Souls as possible; 2) With every new rift there's the possibility of a cow rift :-)
I run a Tempest Rush build on my monk and I find that clearing bounties I actually get more loot than I get from rifts, even with the 100% loot buff for rifts. The 100% buff for rifts certainly closed the gap, but I still feel like bounties are better for me. My theory for why I get more for bounties is:
I avoid "trash" white mobs that don't drop loot and only kill elites and open all chests (unless, obviously, I have to kill X number of mobs or clear a dungeon.)
On the "clear a cave" bounties you always get a resplendent chest. And they ARE more resplendent now!
I also get a lot more XP doing bounty runs than I get from rifts, probably by a magnitude of 2 or 3 to 1.
As always, YMMV. But I thought I'd throw out a dissenting opinion based on my experience.

I'm pretty sure that they do exist. I'm talking about things like scorpion packs in A3, tiny spiders in Caverns, simple skeletons all over Halls of Agony now, etc. They don't drop gold or items (at least none that I have seen, and I have killed quite a few).

Drop loot, yes they do. Chance to drop loot is lowered, due to the nature of how frail and easily killed they are.

I really don't think that they do. But either way my point remains. I spend my time opening chests and killing things that have a decent drop chance. Ignore other stuff. And that's why, for me, I get better results from bounties.
I find it most efficient to do split farming bounties on normal until you can do Torment and then do the Rifts on T1 with all the fragments you got.
But normal is so easy now. So is hard & expert. The only thing im having issues with is T1
And T1 is where I will get good stuff in my current situation
Do you play on EU? In that case you are free to join me for a few bounty runs to get some cache items, after that we can do some rifting. I can boost you through T4 without any problems, maybe you are lucky enough to get some loot, if not, at least some shards to buy stuff from Kadala. And why you might ask? Because I'm nice, and you would give me some mf by grouping with me, increasing my chances too.
