It can be corrected you're right. But not in a way to make the game fun.
If player plays more then 10 mins drop a legendary.
If player plays more then 45 mins drop a set item.
Do you honestly think it's fun to play when the game is not about random an more about guaranteed legendary drops over a certain time period? No it wouldn't be fun know you'd get set item in xx amount of time or legendary in xx amount of time. But knowing it can drop anytime anywhere, that's whats fun. I farmed so much since RoS pre-patch hoping for a Thunderfury and Shard of Hate drop. I found them both now, and it was so good finding them. Now I just hope to find another one of those and hope it's gonna be better then what I currently have! When you farm for something and it finally drops. If you knew you would get good amount of legs/hour you would know you could get what you want in 2-3 days playing sessions cause you would just play 12 hours each day and be decked out. But with RNG you may get 5 in a row, you may get 0 for 2 hours. It's part of the game, and the part that's fun about it.
They can fix it if they want. Gaming Technology today can assure its NOT random and instead drops follow a consistent flow rate -- there is no reason for the drops to not be consistent for everyone, PERIOD.
If you want a consistent flow rate, I recommend ProgressQuest. It's perfect for you.
But you shouldn't be playing any Diablo game and you shouldn't be making the readers of this forum have to suffer through your temper tantrums.

I kid, i kid. Though I don't agree with the OP's dissatisfaction with the way loot is distributed, I will say that forgotten souls are very hard to come across. Perhaps have a chance on salvage to drop more than one (on found legs only).
Something to remember is that the video/stats in question would have been done long before they nerfed things like chests, Uniques, whatever got exploited and thus nerfed in the beta, etc.
And the most important thing of all: RNG, is - annoyingly - RNG. Even on my best night ever, I don't think I've come close to 6 legendaries in any reasonable amount of time (best night ever might have dropped that many in around 8-10+ hours of play, but I'm fairly sure it was less), and some nights I won't even see one, then sometimes I find two within a half hour of each other.
Possibly a bizarre coincidence, but it's strange that it has happened every time: I've noticed that friends I play with that completely stopped logging onto D3 months ago get at least triple the legendary drops I and my friend that still played the game do. Same game, same difficulty, same level characters playing together, none of them are using stockpiled 300% MF gear or anything like that, yet they get at least 3 legendaries to our 1 (the most recent returnee got 5 vs. my 1 in the same session). It almost seems like there's a hidden 'rested experience' like Marvel Heroes had that ramps up your legendary find if you haven't played in some time (a good way to hook people that are coming back to check it out), but probably just RNG being lame.

1.) Nemesis Bracer Champs from Shines seem to have a restricted Loottable.
Most of the Time i only get 1 Rare from them, while other Champs drop way better... 2-3 Rares.
A Legendary from those Champs is yet to be found.
2.) The Welfare Legendarys seem to have a own Loottable as well...most of the Time non-preferred Stuff.
First Legendary of the Day is almost always a Staff, 2h Sword, 2h Axe, Rings, Amulets etc...nothing Green.
But ofc this is Stuff for Tin-Foil enthusiasts
