No, it hasn't always been additive. Pre patch I had a Bonus Dmg vs Elites of 42.88%. I promise you that I have no item that gives a .88% bonus to anything
That being said, I don't have an answer to this question but if I was to guess, I'd say it's working as an additive stat now. I noticed that I'm getting slightly higher damage vs elites than before the patch and couldn't quite figure out the cause. This seems like a plausible explanation, though it could also just be in my head.
Really, you yourself are in a better position to answer this question than most. What was your damage looking like on elites before the patch and have you noticed any difference afterwards? If so, there's your answer.

just tested on shatterbone
i have 60% to leets
with pure white attack
- i deal maximum 947 crit number to the white mobs
- i deal 1506 maximum crit number to this leet
so its near 60%, and now it confirmed
its unoficcial path-related fix
it may have a cap, like armor and resist with more you get, less you have form it.
Every point of armor gives you the same amount of damage reduction. Same goes for Resists. There is no cap, there is just a linear scaling. The reason the % increase goes smaller and smaller the more you stack is because that would make it exponential scaling, and would be terribly broken.
Take this for example: Add 1% damage reduction when you dont have any. Instead of taking 100 damage, you take 99. That's a 1% reduction. If you add that 1% when you have 90% reduction, you go from taking 10 damage, to 9 damage. That's a 10% increase in damage reduction! So the same amount that gives you 1% when you dont have any, need to give you 0.1% when you have 90% so that they are BOTH equal to a 1% reduction.
Armor and Resists always gives you the same amount of reduction, no matter how much you have.

now the bonus calculate not like before, according to the character screen, now its a simple SUM of all bonuses on the item
before 2.0.5 it was displayed by the some formula and was lower, not a sum like now
so its just mistake in the game, or it works much better now? On the screen i have 30+30+5 items

if it so, i think another things might be changed too
like % to skills, %to fire/cold/light/poison skills, demons/beasts etc
need to test....
for clear tests i must unwear all this items and will look at numbers
