Mal dropped the mat for me, along with the plans, the first time I killed him. From what I've read from other threads, the droprate is either very low (no drops in 35+ kills) or it's bugged and can only drop on your first kill of him. I did a little researching on the Angelic Shard mat as well, and people were getting the same results: a few reported getting it on first kill of Izual, and others had killed Izual 40+ times and never saw it drop.
I have not yet crafted them, as I have legendary bracers on my level 70 monk, and I will wait until I level another class to 70.

I got them same as you. I need one more of those lvl 70 brimstones and then I'll craft them. Leveling a crusader now so it might take a while.
Man-o-man, I really hope the drop rate isn't bugged. However, Mathael took me forever to kill, so I'm not sure I want to spend a lot of time farming that dude.
these bracers are incredible for anything... WDs benefit from it greatly. if you don't have a build where you're dumping resource, then no.... but if you don't have a build where you're dumping resource, wtf are you doin?
I was lucky enough to roll a good set on my first try for my witch doctor with +20 poison and crit chance; they're great because my WD already stacks up health globe pickup range so it's not a hassle to get them. I had a set for my barb and they were useless even with a spec that spawned a lot of globes just because I had to leave combat to get them. Situational, but kind of great.
I have crafted a pair but it did not roll with stats that I wanted. It is pretty well rolled for my Monk so I gave it to it. I will try to craft another one.

i have been doing a few malthael runs on normal no luck so far is it better to go on higher difficulties ?

Health globes restore25–30%of your primary resource.
really that awesome? As a caster it would interrupt my casting to pick up a health globe ...Even a caster has to move from mob A to mob B, and in the process you pick up health globes.
If you're using a heavy resource-dependent build, those bracers are awesome.
But for, say, a Crusader, who generates wrath at a painfully slow pace usually, it can be extremely powerful.
