My guess is they will not take down the Servers on Tuesday after the launch. But I expect the servers to be down all of Monday to get ready for launch.
The email for the RoS copy says that it will release at 08:00:00 UTC. Eastern time zone is -5 and PST is -8, so unless this info is wrong, then the release is at midnight PST.
It's going to be 3AM EDT, 12 PDT because that's how it was for D3, HoTS, Every WoW expac, SC2, WoW and probably every online Blizzard release after WoW. It won't change now, "shortly after release" in the scope of things could be a day later, it'd still be shortly after release...

Nevalistis' blue post 5 days ago within the comments to the abovementioned blog clearly states 12 midnight EST, 9 pm PST. Looks like they're breaking the previous mold.
Doesn't matter when its released midnight or 9pm pdt, it will be broken for at least a full day of massive lag, disconnects, error 37, and god knows what else. Best to just expect the actual(read: playable) release to be sometime after wednesday or thursday. The game is great though and will be worth the wait and headaches. I'm not trying to troll, just stating the obvious with blizzard releases. Hell, even 2.0 right now has been having unplayable lag on and off for the last week or so, if it can't handle it now, release an expansion and get an influx of many people trying to play and it WILL crash and burn. Hard.
I mean, they already had a big release with D3V, and I doubt RoS will have as many players... so there's no reason for them to have huge issues and login problems after all the experience gained on D3V.

My latency is perfectly fine, the lag is coming from the way ATT is routing the data, I used to have ATT and on vanilla it was 300 ping consistently while my friends had 50ms.
While I haven't seen anything announced, on the amazon website it has a disclaimer saying "While Diablo 3 RoS servers will go live at 11pm GMT, you will have to wait until the morning of the 25th to receive your boxed copy of the game" or something along those lines, so it seems that that is when it will be live.

They aren't going to have a party that intersects the launch time of the game that the party-goers want to get their mitts on. Article says QA starts at around 9 pm pst, shortly after launch.
Further down, blue post stating 9 pm pst, dunno what more would you need.
