I think you can enchant items that drop in the current patch once RoS is released. What can't be enchanted is stuff fromthe older patch (legacy items - 1.0.8?).
So basically "tradeable" Legendaries can't be enchanted (because new ones drop with BoA), and most rares which dropped before the patch (like those which still have 6 Primary Affixes - things like Quadfecta Gloves with Vit and All-Res, for instance).
I think that's it. Items that are currently dropping (including Legendaries) can be enchanted afaik.
