Hey guys, I was just checking out /r/diablo and someone posted this; it looks like there's a random merchant that sells Legendary and Set plans sometimes. Here's the original post:
I was doing bounties and leveling my monk and stumbled upon Dane Bright, the shirtless child merchant who loves to collect orange and green books it seems
He can be found in the Northern Highlands, not sure how rare he is. I found him in the southern corner but a little searching showed he can be in other parts of the Northern Highlands as well. If you find him, go do a couple of bounties and then visit him again, he keeps rolling new plans to sell. Happy hunting!
UPDATE: As per /u/Raticus79's post below, Dane currently only shows up for people in the RoS beta, and will always show up somewhere in the Northern Highlands zone while playing adventure mode. As others have mentioned he is most likely just a temporary measure at speeding up the acquisition of plans. Sorry to derail the hype a bit for you PTR bros
Huh...well, yeah, slightly disappointing that it's not on the PTR, but...interesting way to go about this anyway.
Personally, I like the idea. I loved finding the random merchants out in the world in the live game, typically because they sold Rares, which the town vendors didn't do. This was likely the case because of the Auction House, and Blizzard didn't want people becoming storefronts for gold selling, or turning the stumbling upon of one merchant in-game into real world money. Now, on the PTR, though, without the AH, vendors carry rares and better quality magic items, which is really nice.
From what I've heard, legendary and set plans require 1) a particular type of white item as a base, and 2) special crafting materials acquired from specific unique monsters found out in the world. As a result, crafted legendaries and sets can't be mass produced, so really...even if you find a vendor that sells an occasional legendary or set plan, and you buy whatever plan he offers at the time, you still need to farm the ingredients in order to craft any of those items.
Well...my hope is that Dane Bright stays in the game on release. Seems pretty cool. Hopefully it's legit. I have no way to tell, :-)
I can tell you he definately exists on Beta, I've run into him 2 times and it has resulted in 2 different legendary plans (that I had already -_-). I ended up running into him doing bounties so no harm done. Do enjoy the guy though.

I do too; unfortunately, I think that if they left him in the game, people would just make games over and over until they got all the plans. He needs to be random, almost like a drop itself.

I'm only in the PTR, but maybe I will go check out northern highlands when I do act 1 runs. No harm in doing so.
