"New" in a sense it would become something for every element; poison, frost, bleed, explosion, arcane, etc. etc.
The main idea is that you can change your damage similar to splash, critical and crushing blow. Stacker brings a combination of usage of these three to stacks. Some weapons or items would benefit in you getting 3-5 splash damage to unleash Stackattack. Other example would be the stacker would activate once we successfully have had 3-5 critical hits, or 3-5 crushing blows.
The stackattack itself is 20% damage out of these 3-5 hits combined. Dealing a huge deal of pain once we successfully have gotten it to work.
An alternative would be that items would be exclusive to this new function. A sword with 5 stack ability would give us a powerful sixth attack and built up based out of different engines/resources like crushing blow, crit hit etc. The powerful attack would based out of your actual DPS in this (third) alternative and give us a bit more stuff o play around with.
If it seems like it would be too OP, there are many ways to shift its pacing by ignore crit hit for example and just have it built up over time, maybe after x kills. Kill 5 for one stack, 15 for full stack and on the 16th enemy you deal this % damage of some kind.
The stacker would also be different from item to item, dealing either poison, bleed, arcane, fire etc. based out of that items elemental affix. Usage of animations and specialeffects wouldn't be a problem if we can use same things we already have within the game now, dealing out a nova or a skill with different colors in the background.
