You just described the entire purpose of Enchanting - to take an item that's 5/6 of the way to being "ideal" and allow the user to make it a full 6/6. Of course this is a MASSIVE buff to items that have 5/6 desireable properties - particularly those sets/legendaries that have 5/6 static properties which are all desireable.
Yes it's a "nerf" to BiS items as they're not as outright exclusive to people who have hundreds of billions of gold. Is this really a bad thing? To me that sounds like EXACTLY what the self-found game needs: particularly more leeway in what can be a "BiS" item via a mechanic that, for a price, gives you a second chance versus RNG.

Haha, no I'm not trying to control the market. I did pick up a few Andy's incase I am able to enchant it into something decent. I had a cc mempo but I recently sold it and picked up a regular one with high intel and vit. I figure it's a safer bet and it's only a few k dps loss but gives vit. CC mempos in general are getting a lot cheaper ever since the expac annoucement.

Intel-based Mempos are already going down in price, much to my dismay. Most WDs don't use Mempos and more and more CMWW wizards are moving to rare hats or Storm Crows. Near perfect ones are still up there in price though. It's the non-9/6s without high primaries that are more affordable now (generally speaking).
Most likely there won't any major statboost until the expansion..it's just the loot formula that will change. I think people are expecting too much from loot 2.0..people with great gear won't get a full set of upgrades on day 1. You might find "sidegrades"..but thats about it

I don't see the point on saving items to reroll once the mystic hits. They haven't said anything about the mystic coming with loot 2.0 nor do I believe it will. When the expansion hits you're going to see new legendaries and legendaries that drop at high levels..making most loot by then obsolete or pretty close to it. I'd rather spend my time rolling the newer higher level legendaries to get what I want versus doing it to the lower (current) level legendaries..but that's just my two cents.
I imagine some people will make some gold off rolling current legendaries for people who can't afford the new stuff right away but its a stretch.

They haven't stated anything to suggest otherwise about rolling a 'smart stat'. I don't see why they would limit it. Once you've rolled that stat its locked in and its the only one you can continue to re-roll.
I still have some hope that current BIS will still be usable in 2.0 and expac. For example, I picked up a pretty cheap lacuni with

if the mystic re-rolls a useless stat for 70 ar this is pretty much considered near BIS. You may find better legs with 2.0 but not at the price you can pick up a re-rolled lacuni. Same goes for something like a ice climber. You can get one with high main stat, vit, armor and all you need to do is to reroll a useless stat for movement speed. I think BIS now will be considered mid range gear later and if you can pick one up for <15m now it's a bargain IMO.

You do realize that (part of) the 250+ mainstat is the random property which you're going to remove?
I don't see the point to this thread. Why would any lvl60 item retain its value? Sure, some players might not buy the expansion and continue to use lvl60 stuff. But the majority will use new everything. At least, that's what I expect, given some experience with Blizzard

On a side note, do you remember how the Stone of Jordan in D2 not only retained its value but skyrocketed to a new top? Several aspects led to that:
a)They did not release a better ring (for certain specs) with the expansion,
b)pre expansion you could brute force yourself severals SoJs per day via gambling and on top of that they were heavily duped; post expansion they were extremely rare drops,
c)Blizz had created a way to remove a lot of SoJs via the first Uber Diablo event.
I think, a) is repeatable, not with weapons, but maybe there is something unique which will compete with lvl 70 items.

The random stat in here rolled Int+Vit instead of CC, which gives us the chance to re-roll the Vit to CC (unless there's something hidden in the game-code that remembers the stats which rolled doubly). See?

Worst case scenerio is that you can't change the fire damage but you swap the poison resis for ar or vit. Not bad for something that costs <1m.

They actually have said something about it. http://www.diablofans.com/blizz-tracker/topic/267968-the-new-expansion/ and what they say there is that they plan to hold the mystic back until the expansion, so you're right about it not coming with Loot 2.0.
