We want to implement a lot of the new systems and features in a pre-expansion patch for free. That should include Paragon 2.0, Loot 2.0, Loot Runs, and Nephalem Trials. For now, you'll need to purchase the expansion to play as the Crusader, explore Act V, unlock the Mystic, and level up to 70. These details may change as development moves along, but we want some of the core gameplay improvements to be available for everyone.
Keep in mind, "before the xpac" doesn't mean they are doing Loot 2.0 soon. I expect them to hold it off until the week or the day before RoS hits the shelves. It could be a half year or even much longer before loot improves.
I think they basically just want to drive home the point that the expansion is NOT a fix for the original game. The expansion is just new content (new class, new act, 10 more character levels), and NOT the reason things are being fixed. Lots of people will complain that you have to purchase the expansion to make the game what it should have been, and they want to make sure that can't be misconstrued, even though the timeline will probably show them to very all very close together in the end.

No reason IMO why 2.0 can't be delivered well ahead of time. 2 full years is too long for this woeful itemization to stand.
