Hello there! I never understood D2 or D3 economy, so again I need your help. Stormshield dropped for me some time ago with those stats:
1119 armor
+22,0% chance to block
3706-4706 block ammount
+184 strength
+111 vitality
+72 Resistance to All elements
+9% chance to block
Reduces damage from melee attacks by 5%.
Reduces damage from elites by 7%.
No one is using shield anymore I guess, I have some awesome Stormshields in my stash and no one wants them.
Shields need high block percentage, everything else is less important. max is 34%, everything below 30% won't sell.

Personally, though, I do still believe in Shields as offering a good shot-in-the-arm kind of protection/armor/resists/etc. at the slight cost of damage. I had a Stormshield drop for me over this past weekend, put it on my Barb (who, previously, could only handle MP2...with the Stormshield, he can handle MP3). Like Bagstone said, if you're going to go with a shield yourself, high block chance is definitely key. The Stormshield my Barb is using also has +9% to block chance, like the one you're showing, but mine has a total of 34% Block Chance...not sure why yours has +9% Block Chance but only a total of 22%. Good Vitality roll, mine has more Strength and slightly more All Resist but 72% is nothing to scoff at.
Ultimately, if you're asking what it's worth, as in price, I haven't the foggiest...but I'd recommend at least trying it on one of your characters. I mean, just because no one's using shields doesn't mean it's necessarily a bad way to go. If it can help you handle higher MPs, it's all good.
Shields aren't popular for most players - although some do still use them - but for players the block value is the primary reason to use a shield. 22% is low. Most people want 30%+ with 34% being absolutely ideal. The difference in damage mitigated from a 22% block shield to a 34% block shield is pretty large.
Give it to your templar, it's still a great item for him.
Shields are mostly for PvP because it heavily limits your DPS output for farming purposes.
That said, these few stats must be present to maximize the value on a shield:
1. High block %
2. High primary stat
3. High EHP combo (vitality, life %, armor, and/or resistance)
4. Critical hit chance
Stormshields are primarily for barbs because they can hit up to 34% block, they come with high strength along with all resistance. They can roll an additional stat and most prefer either vitality, life% or crit chance.
If your shield does not have those stats, or at high enough numbers, the value drops dramatically.
