I understand that each Act has a specific percent in which item levels can drop. According to the information bellow It states that an item level 63 item has a 4.8% chance to drop in Act 1 Inferno. Act 3 has a 16.3% chance.

Now that we know the chance of which item level can drop per act, I would like to know if item level stat rolls matter per act? What I mean is does the stat roll get pulled from one database of stats for that particular item level? or is there a separate pool of stats based on the act that the item dropped in?
For example, a Item level 63 pair of gloves drop in Act 1 Inferno. Could there be a reasonably good chance that the stats rolled on that item in that Act can come out to be the same or similar stats found on a Item level 63 pair of gloves found in Act 3 Inferno?
I have not been able to locate any reliable information that can help me better understand how stat rolls work or how they may or may not vary depending on Act.
Does anyone have any best guessed or official information in regards to this?

There was some speculation that mobs do indeed have a higher chance to drop 6 property vs 4 property. Even act 3 succubus vs act 4 hell witch. I didn't follow it too closely as I don't really care, I'd never farm anything but act 2 or 3.

I know that different monsters have different drop rates for items for sure. A harder monster will almost always drop at least a white and some gold, whereas easy mobs that die with one hit will only drop a couple whites and a couple gold piles if you kill an entire pack of like 15 of them (such as the little scorpions in act III vs the the Collosal Gorgers those Bigfatfuckers with the two clubs). I don't think it is any real stretch of the imagination to say that certain mobs have higher chances to drop magical/rare items either. For certain this is the case with mobs like treasure goblins. But as far as the stat rolls themselves, which is what I thought the OP was asking, if an ilvl 63 item drops in act I vs act III, the chance that they will have for instance a high strength roll will be the same, Act III lvl 63's don't get higher stat rolls.
As mentioned, the iLvl of the gear determines the pool of what affixes can roll on the gear. Higher Acts have higher % chance to drop the higher iLvl gear.
Beyond that, there is speculation about higher Acts getting improved affix rolls but there is no confirmation for that or even a solid data collection to test that I have heard of.

To clarify I was not thinking about other types of monsters dropping different types or items or have an increased chance of dropping specific types of items. I am strictly curious to learn if item level 63's roll the same type of affixes across the board, regardless of where the item dropped. I thank you for that added information its certainly something to consider and think about.
I believe that I now have a better understanding, if however I seem to be missing something from someones point of view please let me know.

It's a good question and something I myself have always wondered. I have never seen an authoritative post on the issue though. To me (completely and utterly anecdotal, not statistically relevant) it feels like I get more 5-6 affix rolls (on the same ilvl gear) in Act III than I do in Act I. I haven't tracked this data, nor can I say it isn't skewed due to the fact that I get more high ilvl drops in act III in comparison to act I. Not very useful information.
However, the great MF thread that is posted here is tracking the affix count on drops. It's goal is to determine if MF has any bearing on the number of affixes on a given item, but that data could be used to answer this as well assuming that the farming is done in different acts (I don't recall if this is the case or not).

Just to clarify: an ilvl 61 item and an ilvl 63 can roll the same stats. Just because an item has a higher ilvl does not mean that the stat rolls on that item will be higher, it just has a chance to be higher, and the min/max possible values for that stat are going to be higher on a 63 than a 61. There are many well-rolled ilvl 61's that kick the crap out of ilvl 63's.

On the website, the second table is color coded. This affix can only roll on iLvl 63 and so those item types that can't be 63 cannot roll this affix. This is a specific affix for arcane resistance. Obviously, there are other affixes that are arcane resist that can roll < 63. Arcane resist is not just one affix. There are multiple affixes for arcane resist each with it's own ranges etc. Almost every affix type works this way.
For instance, just for arcane resist there are all these affixes: ArcaneResist
So, iLvl 63s do have affixes that cannot be rolled on lower gear. In this case, Arcane Resist XII can roll from 51-60 Arcane resist. Arcane Resist VII can only be seen on iLvl 62 or above and can roll 46-50 resist. They are the same as far as what we see on the item (just says Arcane Resist) but the name that grants that affix (Glimmering for arcane resist XII or Beguiling for arcane resist VII) is also specific to a range that affix can roll on a certain iLvl or above.
An iLvL 63 could potentially get the beguiling affix and a max roll would be 50 instead of 60. What is not confirmed or denied is if higher acts are weighted to either roll the higher versions of affixes or to be weighed to roll all res instead of arcane res. It would also be possible for Blizz to weight an Act 3 iLvl 63 to roll a higher percentage of the max possible roll if they wanted.I think that was the main point of the OP and the answer is, we don't know and Blizz isn't saying.

Selective memory? Human brain's great ability to see patterns where none exist? Who knows.

I agree. And in regards to those who swear this; I'm sure they spend equal time farming act I vs act III right? Lol. They feel like act III drops have higher rolls because they see them more often in act III, because that is by far the most productive place to get 63 gear. I have found many pieces in act I and act III, and the most expensive piece I ever sold was a pair of barb gloves with 150str, 91vit, 78@res, 8% IAS, 9.5% crit which I found on a Treasure goblin in act I.
I have no poof of course but my experience farming A1-A2 tells me there are a lot of things that effect drops and what stats they roll besides just the ilvl.
For instance, i got my first decent weapon drop a 932dps sword in A1 after a few days farming after that I farmed A1 using that sword for 3 weeks straight and didn't find a single weapon over 900 dps. Eventually I upgraded to a 1070 dps weapon and the very first day a 940dps wand dropped, then a 966dps fist dropped a few elite packs later. After that 900 dps weapons dropped 2-3 times a week, nothing changed except my main hand weapon.
I've done tests with friends where we wear no legendaries and farm a few days, then switch to wearing legendaries and see if there's a difference in drops. I tend to get 3-4x as many when wearing my 3 legendaries (HoC and wanderlust set) This could be just my luck but there have been cases of crafters crafting the exact same item their wearing so I think it's totally possible that there's some correlation between your gear and drops and considering the gear lvl required to effectively farm A3/4 it doesn't surprise me the rolls are better.

I do not know if I should be wearing my tin foil cap or have my brain CT scanned because I am feeling a bit similar to all those other individuals who say more difficult acts drop better loot. I have a Witch Doctor that was used to farm Act 1 Inferno w/ over 300% MF (buffed) for about a month. The only thing I found was Blackthorne's Medal which was a viable upgrade for my Barbarian and worth about 2 million on the the AH. I took a break with farming on my Witch Doctor and started putting together some magic find gear for my Barbarian. He currently has 268% MF (buffed) and began farming Act 2 inferno. It has been 2-3 days and I have found 2 items that have sold for 5 million gold each. I earned 10 million gold in a few days.
Act 2 compared to Act 1 seems to be dropping items that have +critical hit chance/damage and +resistance to all more frequently. Not only is it found more frequently but the stat rolls are higher. I never found a +all to resistance item with 30-40+ resists in Act 1. So far I found a helm with +80 dex, +120 vit, 6.0% critical hit chance and +71 all resistances. I found a pair of boots with 18% magic find, 12% faster movement speed, 40 str, 80 vit and +63 resistance to all. I did find some weapons with around 700-850 base damage but the stats were not something that could sell for very well, a few hundred thousand at best. I found (2) 5 prop Black Smith plans, In Act 1 I could only find (4) prop plans and I kept finding the same ones over and over. I found (1) flawless star topaz jewel crafting plan off of a goblin in Act 2, A friend also told me today he found the same plan off of a goblin in Act 2.
I have no idea if there is a reason for this or if its just pure chance and perhaps those type of items could be dropping in Act 1 as well, but for some reason did not ever drop while I was farming there. As it has been said no one really knows why it appears to be happening this way. Statistically speaking it makes no sense at all and all specific item levels should have an equal chance of rolling quality stats no matter where they were found in the world. Perhaps there is some unknown data yet to be discovered that explains this phenomenon.
Given the way they admitted the fixed affixes work on legendaries at the moment, it's hard to completely exclude the idea that the odds are stacked.
For legendaries, they stated that the first affix will be appropriate to the item level but subsequent affixes roll appropriate to ever decreasing item levels. They are changing that for 1.04 but the fact that they felt it was ok to do means that we can't say higher Acts would not have advantages for higher stat or better affixes. Just meaning, they have shown that they do not consider it illogical to do something conceptually similar.
