I understand the NV concept, but what I dont understand, is why if you switch skill in slot 1 for skill in slot 3, it destroys your NV stack?, I dont see any exploit/problem with that, is just a matter of preference.
But on a serious note, my guess is the current way they have that setup, is they just run the "change skill" script (thus you lose your stacks) Keep in mind this current skill UI/system came rather late in the beta, and then the elective mode "unlocked bar" came even later. (elective mode was there, but you couldnt move stuff on the bar)
Im sure at some point this is something they would want to fix, but would require a bit of change to their system.
I agree its rather annoying at times, but for the most part, you're going to have the skills were you want them before hand.
as for bar locking, thats coming in 1.0.4 or you can just select the skills you like, then disable elective mode and be locked
I got some hope when they said they'd think about not penalizing changing skills at all. I really think that would be fun, and actually encourage more diversity. ATM I like to try different builds, but I try them on champs since that's what I'm hunting. So I start to get NV and now I'm stuck with this build even if I don't like it that much. Sure I can just lose the stacks, but I really think losing your NV over anything but switching acts or leaving the game doesn't really jive with their switch anytime notion.
You know you can build a NV stack in less than 30 mins, hell you can get a 5 stacks in a few minutes in act 1. I just wish we were allowed to change acts with the buff, but I see abusing act 4 with that.

It's nothing to do with their architecture not allowing them to keep the stacks.
They want people to experiment with builds, find one they like and then stick with it.
Dropping NV is a way to sortof force people to stick with a personalised build. Otherwise you could swap skills as and when, between fights, you name it, and they don't want people doing that.
And before you suggest that they just disallow switching skills in-combat, the D3 engine doesn't have an in-combat status like WoW does.

If you really don't like like skill X in slot 2 why would you keep playing till 5 stacks to decide to move it... however they do NEED a lock skills button as I'm sure a few people took a skill off by accident in combat and lost their stacks.

I would say why not? If the requirement is that NV is lost when you change skills, then moving them on the bar should not cause them to be lost. It goes against the design intent anyway. It is simply an oversight and the game would be a little bit better if it were allowed. No need to defend it.
Its probably because they just didn't bother coding in the exception, you can change the keybinds with out losing your stacks and then change them back after you finish the session you know.
it's to avoid people teleporting into town into after every champ pack and changing skills (I guess cause that would suck) but it seems like it's more of a gear check problem so you can't spam change to suit the packs and bosses without a penalty
Also known as critical thinking. I'm reminded of the original GW. I had what had to be near a hundred skills from 2 classes at once and I could come up with my own builds for a different set of mobs/dungeons. The builds people would come up with, including hero builds were just amazing. The dynamics it created in the game really adds to the replay value.
I just don't understand the intent to pigeon hole people in D3. They keep saying they want people to find a build they like and stick with it. This just doesn't make sense. Why? Why do people have to find a build they like and stick with it? My theory is they don't want to alienate casual players and console gamers into stressful situations where they feel in order to beat a certain pack they have to use different builds. That's fine, but they pretty much gutted this entire game to devoid of any thought process.

The whole point of the NV stacks is to reward those that don't switch skills depending on the encounter, its not about penalizing thos who do it.
I've been on the last elite pack before a boss doing farm runs, and while kiting accidentally dragged a skill off the bar. It just auto resets your stacks and I didn't even switch anything just simply removed it from the action bar on accident. Then with no elites being left to kill I have to finish the boss run with 1 stack, very frustrating.
It is pretty annoying that you have to unlock elective mode, switch skills around, go back and turn it off, then have to go back and repeat just to make a change. All they need is a little lock at the end of the action bars to toggle it on/off.
I don't even care about losing stacks to switch skills. It's a pretty good idea since they let you do it to begin with, but not as often as people want (between every single fight to make the build optimal).

You lose 1 stack of NV for changing a rune of an existing skill you are using
You lose 2 stacks of NV for changing a skill or passive to a completely different one.
This way, you can tweak your build a little bit, and not get reset entirely.
It's does seem a bit odd. Blizzard have stated they don't have a fundamental issue with people swapping to junky MF gear while in combat shortly before the mob/mobs are dead, but somehow changing an AoE skill to single target before engaging a boss requires the player be penalized...

Be thankful you can even change skills. For any of you who played D2 you put points into skills and that is it. No changing nothing. Hell if you did your guy wrong you just wasted all your days building that toon. I like this system. Makes you think before you play as to what you want to do but at same time allows you to diversify your toon for what you want to do for that session.
