If you're dying, you're doing it wrong. These are problems you shouldn't be having. Try visiting the auction house for better equipment, and making sure you have the right balance of skills for both harming the enemy and keeping yourself alive.
Leaving an area can reset it also although still has a chance for them to gain 100% life back. I have not tested this but it's the general thought on the Bliz D3 forum

Yeah, sometimes you get affixes and locations that are just wipe-fests where you are forced to whittle them down. Like in cave near the entrance, you are forced to make suicide runs. Try and kill one rez real quick and do it again. It's not all about doing it right or wrong; sometimes you just get bad luck.
I noticed that a lot of people are quick to say you suck but nobody actually answered your question. I'm trying to find this out to. If anyone knows a useful answer that would rock but everyone who just wants to say "try dying less' that's not helpful to anyone.
I have never seen the death timer reset, without the enemies resetting as well (meaning going back to full health). So while I can't give you an exact time, I can tell you that if you've reached max death timer reset and still haven't been able to kill anything, it's time to either skip the pack, or let it reset completely and start again.
As for the enrage (the skull and cross that makes you take automatic dmg), I find it usually resets if I TP to town and wait ~2 minutes.
I believe that you need to be alive for 2 minutes for the timer to reset. Killing mobs, as suggested in this thread, does nothing. Simply resurrect, alt-tab for 2 minutes, and you're set.

yeah the timer resets to 3 sec after 2 min.
as for the enrage timer, it resets once no one is in the elite ares (includes party member, leah followers, NPC like tyrael enchantress, scoundrel, warrior, adria etc.. so simply get back to town and tp back to where you were, no need to wait, BUT if one of thoses NPC is there (and dosen't follow you to town), simpply wait in town for like 2 min until their health are full again.
you can reset the enrage time without having every mobs regain full life, unless there is an npc with you
