There are some posts on this forum that indicate testing was done that shows it is exactly that -- a passive 10% damage buff. Not in beta so I can't verify myself but it makes sense -- skill would be pretty near bottom of the totem pole in a 6-slot wizard setup otherwise (i.e. never used).

The formule of damage produced goes like weapondamage*intelligence*ability damage bonus*mob debuffs. The way magicweapon stacks with other debuffs makes it more valuable the more debuffs/buffs you can apply. It works as a weapondamage modifier as far as i know.
The added %raw damage per percent damage bonus would be 45/15=3 and 35/10=3.5. (without it magic weapon wold be on 110*3=330, 30/10=3). Meaning per % magicweapon actually starts to contributes more than just 10% the more ability modifiers you have cause its in another section of the formula. As far as i can recall you can buff magicweapon to 20% with a rune, making it the best damage amplifier that gets additional benefit from having more damage amplifiers. win-win!
To put it in another way, 100*3*1,25= 375% if magic weapon would be a 10% ability buff. You gain 5% from it being the way magicweapon works like! Also im half asleep, if im too chaotic slap me

Sparkflint and Glass cannon say that they increase all dmg by 12% & 15%. If they are merely added together, than the wording would be false.
I suspect that this is just a website error and that we're not actually getting these changes in-game.
Incidentally, I actually really like Patch 13 WD :P. If anything because I prefer the more elegant fixed mana costs vs the current scaling mana cost system. Although I think that fixed mana costs were too hard to balance.

If it would be on 100% base you would be looking at 100 * 1 * 1,27 = 127
27% increase in damage. Or 100*1*1.15*1.12=128.8. 128.8=100*1,15*x. x=128.8/1.15/100=1,12
Glad you put the thought into the math there, it makes a lot of sense that way. I couldn't figure out at first WHY they would give you a skill to buff your weapon damage like that.

I said it would be never used IF it only buffed melee attacks. If it works as an all-out damage buff per the math you are providing (which is how I'm saying I believe it works), it has good reason to be in many builds -- especially in late-level / end-game builds runed with Blood-Magic 1.5% life-leech. It should provide a great blend of damage-buff / life regen.
