Australia always gets pushed back a day so US is first. We'll most likely be 16th for physical copies. Online versions I don't see coming out any later, then again, Steam still holds the rest of the world behind US. It depends on the company/international law junk.
Who knows though. I've found if I go into the store I preordered the day before release they usually just give it to me anyway.
Long story short: Probably after the US because we have less people who can complain.

I ordered my CE ages ago (Adelaide, Australia) i checked the EB again not too long ago and said they were completely over whelmed with the number of purchases on the CE.
Another question i was going to ask is that i notice when i play in the morning when i wake up, the lag is terrible. Not just terrible, but unplayable. And this is just in the beta. I understand that we connect to American servers but will this lag be too much for us? When i play at night it is fine (~200ms) but when realized there is going to be alot more players.
Should i panic?
Hard to know what kind of server intrastructure they have for the release. I'm fine playing at any time of day in Melbourne with my ISP. I'd say use SC2 as a barometer if you have it. I'm guessing things will be shaky within the first month especially if sales exceed their expectations.
