The delay was known on December 20th when Blizz KR was asked for additional details. Blizz resubmitted D3 for approval on Dec 21 or 22nd with one change - they removed the Cash Out option from Korean version (they will handle this via battle net management). GRB announced they will come back with the conclusion on January 4th 2012; therefore, we are still waiting on the result of that particular committee.
If this will be approved then we can talk about global release of the game like originally planned and mentioned in the earlier quarterly conf call and the most likely we will get the release date soon after.
True and my guess is that the answer to that should be sometime within the next few hours - still working hours at blizzard and its just now morning in korea.
Well, its been awhile since i ve posted here. Probably since sixen left the team. But heres my take on this whole fiasco. We've all been aware of the rune system since the start of beta. Its a system that they hadn't perfected to their liking an i think we can all agree that a system like that needs the attention to be done right. I remember watching a video from force with jay having asking questions about it and at that time, (this was back in august) jay had stated that the runestone system was one of the few things that really needed any work. Now since then I think we can all figure that either the system is a lot more complex than we all think, or its been done for some time. This reason that they've had so many months to focus on it is the reason why everyone is linking the delay to S.Korea. Blizzard wants a Global launch without leaving anyone out. That reason also gives sceptics reason to believe that south korea is the main problem behind the release. With blizzard being so quiet since blizzcon on diablo info more theories are popping up on official forums than at UFO conventions. Unfortunately if we were to say S.Korea would settle everything tomorrow, Blizzard wouldn't say the games good for launch right after. It would cause riot all over the forums and aggravate people even more because they were right and blizzard just didn't want to admit to it. Its just bad for their customers to do that to them. With the extra time though we also know that they are working on other parts of the game that could be better polished off. Not to say they are keeping the game from launching but as blizzard sees it, if we are delaying it why not fix more than just the RMAH and runestone system? Makes sense to me. In my honest opinion we won't see a release date anytime soon. Blizzard is very hush hush about everything right now. The most irritating part of it is they won't tell us what is holding the game back just that "things are getting polished for release". If anything the best time we could see a release i would think is actually before the S.Korea problem is solved but only to the point that they know they have reached a conclusion with S.Korea. Announcing it after its fixed to me is just problematic and would annoy everyone. As for any vital systems to the game. Its blizzard they have awesome servers i've never had problems with them i m sure they are ready. The RMAH probably just needs a few tweeks. The rest no one seems to be focused on so i don't see much to it. Unless blizzard states whats up themselves we won't know though.

i did happend months ago but just at the same time GRB disapproved diablo 3 RMAH which i dont think is a casuality . blizz is not giving any explanation of what the "delay is" so we all focus the korea problem.
The reason they keep popping up is because both sides of this conversation are so set in their ways that they won't stop fighting until the opposition is seeing it their way. I just wish everyone would realize that no matter what the reason is, the game will be released when they are ready. He has no email link so I can't send him a message or try to get any reply to my points if he just ignores what I posted and only approves comments that he deems help his post. I'm tempted to just post it on blogger and share the link around with my own research which completely debunks his.
Also if you have reading comprehension: Look at Daeity's post, specifically where he links to outside articles and then paraphrases what was in the article. It's usually either completely false or makes incredible leaps of logic. My favorite is the Q2 2011 financial report that describes Diablo 3 as a global release and yet doesn't even mention Diablo 3.

I think Blizzard was trying hard to have the game ready for the Diablo 15 anniversary and the Korea situation may have been the prime reason preventing the release in 2011.
But now that the release have been delayed past this date, there is no longer an important date that would make any difference, it doesn’t really matter if it is released in January or March, so they are taking their time to polish the game as much as possible. The Korea situation is no longer a factor that prevents the game release.
Cross finger and hope we will get a beta invite so we have something to do while waiting for the game release.

Anyway, the fact that the game won't be out after the decision is rendered doesn't prove anything. We all know this to be a fact. They delayed the game in September. Does Bashiok really think that if the game or even a release date announcement doesn’t happen shortly after a decision gets made that the community will just turn around and say: “Well, I guess it wasn’t the Korea thing after all.” Unfortunately for Blizzard, their handling of this has basically painted them into a corner where virtually no likely future turn of events (aside from – gasp – an even lengthier delay than we’ve already endured) could ever prove that the Korea rating wasn’t linked to the release date delay. There are two things that would have proved it in the first place though:
1) Blizzard having given the community a specific and believable reason(s) for the delay as soon as it was announced. Sadly, Blizzard didn’t do that. Saying “it’s not done”, “doesn’t meet our quality standard”, or “needs more polish, fine tuning” blah blah whatever the hell they said doesn’t tell anybody anything. When all you’re giving us is generalities and double talk, we’re going to draw our own reasonable conclusions based on what we know. That’s how most of us have come to the conclusion that Korea and the delay are related. You could have stopped us. You didn’t.
2) Announce a release date that wouldn’t be possible if the Korean GRB doesn’t cooperate. At this point, even this ship might have sailed already. Let’s face it, sooner or later (and I’m still betting on sooner believe it or not), the Korean GRB is going to make a decision on the game. Blizzard is going to have an idea of how close the GRB is to its decision based on the information the GRB is asking for and the communication they have with the GRB, so any release date they give now will probably be given either after the GRB decision or with fairly certain knowledge of when that decision is going to be made and what the decision is likely to be. What I’m saying is had Blizzard announced weeks ago that the game was coming out a few weeks from today and today we were still waiting on the rating, telling me that the rating wasn’t the reason for the delay might pass the smell test.
Doesn’t it tell everyone all they need to know that the tight-lipped Blizzard bunch doesn’t say much of anything about anything most of the time, but as soon as someone says “Korea” and “delay” in the same sentence, Bashiok or some other blue is trying to get out in front of it and denies it?? Where there is smoke, there’s fire.
Just give up the release date and all will be forgotten. Just cut the cord, give it up, and then we can get back to the business of giving this game the hype it so richly deserves even if its developers deserve less these days.
And the Anti Real-Money-in-Games law in Korea was brought up in November and the Korea trouble started December, in my eyes this could be seen as strong evidence that they are not related
