The way I remember sets being explained was that items can (very basically) be rolled in the style of one set or another, and the higher sets obviously only unlock as potential options in later difficulties. That being said the idea was to allow customisation not to have us all having one homogeneous look.

This means that any item can be rolled as part of any tier and still give the same benefits, the stats are not reduced or anything per tier. This is to create a unique look.

Someone correct me if I'm wrong but I remember the rage at the ideas of "tiers" and how it's going to be like WoW and how Bashiok and other admins explained tier sets as I have above.
