Unfortunately the official Chinese website doesn't have the game guide updated with passives, so your best bet is to try to use the Taiwan one and identify the passive by comparing to this list: http://tw.battle.net/d3/zh/class/witch-doctor/passive/
Could you share with us the forum/source you're looking at that you're trying to decipher?
Also, is it really China or possibly Korea/Taiwan? Because for the latter you can obviously also just check the leaderboards with your client (just select the region in your B.Net launcher) and you'll see all hero detail in your client's language.
I've remembered a guy in my skype from China with whom we worked about 5 years ago He is not a gamer and he had a hard time underdstanding how to translate "Boon of Bul-Kathos" lol
