I know these rumors have been coming from everywhere for last 1 year but are there more solid or legitimate reasons why it can be announced this year?If the rumors are true, Diablo IV will take over the whole Blizzcon 2016 and I am keeping my fingers crossed. Any thoughts?
No it is not possible. People like rhykker are just looking for attention and promotion on the back of the desperate for news fans of the game. It is pathetic to think that a dice from blizzcon's goodie bag with a different size means Blizzard are teasing Diablo 4. Trolling? more likely but a whole game definitely not. Or maybe they are trying to say "hey, diablo is not dead after all. We are not giving up on it any time soon. Here is something to speculate about" while they are figuring out their issues withing the company. People have been leaving the diablo team for months (or being fired, who knows) but they need time to find new people. Diablo 3 still has a lot of potential. A simple expansion could fix many things that the game is currently lacking. And it will be easier to develop than a whole new game. The RPG genre is dying. Slaying monsters is getting boring fast and collecting items is not as exciting as it used to be. They can't make it too time consuming but if it isn't then gearing is less exciting and the players get bored fast. If they are working on a new game that is not an RPG then they are better of not naming it Diablo. Why? Well, Diablo was a disappointment. Anything diablo related in the future will have less interest than a new IP.
I am assuming you didn't watch the video, because it wasn't about the size, it was about the "miss-print" of the 4.
I think it's a hype train not worth pursuing. D3 and RoS were both announced at other conventions, and the hype from that dice thing is just taking it too far. A D2 remake is more likely, imo.

I got to agree to disagree on this one in particular. Blizzard PR are genius when it comes to teasers, and hype. Look all the clues for Sombra and Ana long before they even acknowledged their development. Remember Diablo3.com? That was Diablofans.com former URL. Back then there was a lot of hype too.
I remember the StarCraft: Ghost announcement as well with binary code hidden in the HTML, and other Blizzard games come to mind with similar hype-stunts.
Everyone knew Hearthstone: Karazhan was coming because of the clue in the invitation: It had a feather, cocktail glass, stars, and musical notes. All 4 graphic motifs known to be found in Karazhan. That's how Blizzard subtly hypes fans.
The dice thing in particular -- you don't go spend a lot of money on a bag of dices with a printing error. There is something hidden in that stunt for you to figure out.
When I look at the dice, the mistake made me think this "three before four". If you look at the error, they swapped the 3 and 4 side around, and it was on TWO sides, which to me means D3 expansion 2!
Personally, I think there is no point in making a Diablo IV, making everything from scratch. Why not just expand upon the systems that exist already? Add more of Sanctuary estate: Xiansai, Skovos Isles, Dry Steppes, Ureh, Khanduras, Lut Gholein, etc.
Or if you enhance the systems, make Diablo IV, and then Diablo III / ROS players get the systems upgrade free, and then can play with Diablo IV players who go back to play Diablo III content, but Diablo III players can't access the next Acts and new locations unless they buy Diablo IV. That way there is one community, and one massive shared world of Sanctuary.

last time I checked, that's called an expansion, not a sequel

Haven't they stated that there will be no more expansions on D3 though?
No actually, that is just the assumption by otherwise unknowledgable people. If there was no expansion, this game would have been in maintenance mode for the last year already, but it has still yet to hit that mode. Season 7 is the first season without something that greatly changes how the game is played. So maybe we are heading that direction, or, the company is trying to finally balance before adding NEW material to the game.
Keep in mind, they could go the route of adding expansion worthy in game options as patch content, but that would not fix the main issue which is the engine the game runs on. An expansion however does fix this, and gives it more life once it does hit maintenance mode. If they do not drastically update the engine to improve lag and other issues, the game will not have a long life, and the maintenance mode will be a failure, which is EVERY COMPANIES NIGHTMARE.
I find it unlikely that D4 is going to be announced... but who knows.
I mean, they were recently looking for a game director and also needed to fill some other slots.
Exactly, but the twist is that you do not really need a "game director" for an expansion either, given that most of the ground work was already laid out, you simply need an internal manager, which to me feels like something Wyatt has taken control of.
