Diablo 2 can be played without reading lore at all. I'm wishing that Diablo 3 would have some way of making quests and text that are recorded so it must be read and studied as to complete other quests.
For example, Quest A provides a scroll like Act I dropped from the Tree. In it is the diary of an important character that dictates the path to the entrance of Quest B. But the directions isn't straightforward like "Walk 3 blocks, turn right." Use of metaphors and such, so the game experience is more enriched and not simply just a hack and slash.
Also, lore for Set and Unique items. Nat's was in Diablo 2, but I know nothing about her, her past, her techniques, etc. Titan's Revenge, who wielded them, what material is it made from, what and why its so much stronger. Just 1 paragraph per item would be enough.
Bios for all the NPC's would be nice too. Being able to fight alongside with some of the NPC heros would be nice too. It can be one of those side quests that if you allow the hero to die, then its irreversible. Some references to Diablo 2 weapons, something like "Enigmatic Reflection" as a name of an armor or something.
I'm all for lore. I like it, it helps the immersion, etc etc.
But you are completely crossing a line here.
Forcing people to read something that can be, to them, freakin' boring, just to go on in the game is quite bad in what IS an action hack & slash game first.
There are plenty of people that would be royally pissed at such a thing.
Not only that, but things like this are more the realm of actual RPG's, not ARPG's.
Sure, there is nothing wrong with making D3 more immersive, but actually forcing players to interpret lore, is as SFJake said, crossing a line.
Casual gamers who just want to kill shit would be rather frustrated, if a system like this were to be implemented, the lore should just be there, not actually required to play the game.
If you wish to read it, then read it. If you wish to just play the game, then ignore the lore and play.

I love the Diablo lore just as much as the next diehard Diablo fan, but I like that it will be optional.
For those continuouse run-throughs, I'd like to skip it if I don't have the time to sit there and listen, read, whatever...

Watching 240 guys talk trash about cavaliers is like two retards having a slapfight over a sippy cup.
It could be a side quest, it doesn't have to be part of the main quests to complete the story. As you said, there should be something that pleases all gamers, so side quests that have these should reward the people who invest the time in lore related stuff. They don't have to be mandatory stuff for like buffs and such, but something worthwhile like personalizing an item or something.
It's like finding the True Tal Rasha Tomb in Act 2. Honestly, even in a hack n slash, a story goes a long way.
Truthfully, on my first run through diabloI I never bothered to listen to any of them speak. I was young, and didn't give a shit about the story. For me, a game was a game that I play to get away from reading and school (since I did that for 8 hours straight). I also did this in Diablo II until I read people talking about the story, and said wow! Then I went through it fully, and loved it. I also re-did it from the beginning when LOD came out.
I am exaggerating, but the point is, is that I didn't care about story as I do now, and to force people to have to use higher thinking when playing a hack-n-slash isn't really appropriate. I would really like it if they had those types of puzzles for extra side quests that aren't necessary.

The Diablo story and lore is terrible. I didn't care to read the tombs in D1, and although I watched the cinematics in D2, the story never made much sense to me. I didn't care. I don't play Diablo for the story, I play it for the mindless distraction and powergaming.

Blizzard will want to cater to the widest audience which includes the casual gamers who have no time or interest in lore.
That said, if they are able to incorporate references such that those who lore-inclined have a richer experience, I'll be satisfied.
