If you read what he said carefully, he actually makes no mention as to whether they are planning BoE to be character or account. We can infer that he was talking about binding to characters, but can't really be sure.
The other thing to consider, is that it looks like they ARE planning to use gold as the preferred player to player currency. I would hope this also means that if high end items are indeed bound to characters that they would be able to be sold for very high amounts of gold.
It means that, once equipped once, you can never sell it or even give it to another of your character. You can only sell it to a merchant for a pointless amount of gold.
can you still trade it to other players in multiplayer for items or gold?
Having only level 85 items BoE seems kind of taking the easy way out. I'm sure they could figure out another way of having items cycle out of the economy. I'm no expert with this but maybe having good items much much harder to find. So the mainstream use ok items and 1% of the population are only using the highest quality items. In addition to that Diablo 3 items would be similar to ethereal items in D2. Make their durability last a lot longer, but over a very long period of time, the become destroyed and cannot be repaired. Blizzard could balance out how long it takes to find an item that good based of statistics and balance it with how long it takes for an item to become destroyed.
Another idea maybe is make all items BoE, but players can pay gold depending on the level and quality of the item to remove the BoE. Almost to the point where removing the BoE for very high quality items is so much, some people would consider just finding new ones.
guess looting will be worthless for 85+ hardcore characters... if there's even looting.

Looting is overrated anyways.. you die you die, you lose items then you lose them.. just don't die! Learned that from 99% of time playing solo.
Anyways I think this is a good move from blizzard and will probably make the economy better since in D2 at some point even the higher quality items gets very cheap when the are so many of them out there. And now I'm talkign about the times when there wasn't so huge duping going on.. and anyways duping uniques isn't that common anymore.
I don't think some people are understanding how it works. Considering its lvl 85+ Bind on equip, that means good items lvl 85 or higher will be bound to your character, only if that character uses the item. Meaning that awesome melee weapon your wizard picked up, will still be available to trade to your monk, or your friends barbarian if you want. It will only be unsellable or tradeable to other characters once any character actually puts it in one of their armor or weapon slots (not the inventory slots).
This is a great move for d3, because it will make people work more towards achieving better gear or pay a hefty sum for it. This will stabilize gold in the game making it more valuable, along with rare items. At the same time it only starts happening from 85 and above, so leveling until then will be simpler because of the amount of gear available for trade or purchase.
I understand people are upset about if they use an item, find a better one, and now the first item is vendor trash. But this will cause players to be more considering of what they use and what they hold off on, which is better imo than just throwing every piece of gear on you get.

in my 10 years of hardcore i have NEVER ONCE gotten loot on a character that wasn't scheduled to die (like killing a char for the name etc) or dueling.
however, i do still see the value in it.
there were many times that i would allow loot to people before i did something crazy or risky, and it gave me a small, but evident, peace of mind.
also i helped return the loot to many, many friends that died in hc, and it was often the light at the end of the dark tunnel of their character's death.
anyway i was really hoping for looting to return in d3 and this boe has the potential to ruin it.
(although they could change the rules for hc)

Well yeah but once you equip your items on the character they are basically gone and you can't use them on another character which means looting isn't important. We have very little info about the itemization system at high levels.. it might be that majority of our items are below 85 and non BoE and the 85+ elite items are quite hard to obtain and we generally would only have a few of those equipped and when we have one it would be so good that it would be near impossible to find an upgrade anymore.
HC economy was always better than SC in D2 but some years ago many people have been using 2 characters in 1 game to always have 1 looter in game which means that some amount of gear never gets lost.
Good call imo. If you find something that's better then your current equipment, you have two choices, either you sell it, or equip it (or obviously the third, discarding, but if you go down that path then you don't care about BOE anyway). If you sell it you get an instant amount of money, or another piece of equipment, that's better then your current. If you don't sell it, you still get value for your money, because you use it. Using it will allow you to become strongerbetter, so you need less time for the same runs. So in a way, by equipping it, you also get a monatary value, except htis one isn't instant.
All blizzard is doing is making it work so that you have to choose between instant money, or money-over-time, where previously, you could have both. I like it
DOES THIS MEAN that after you reach Level 85, and you equip these bind on equip weapons..then it can never be removed or replaced with another weapon.
I think some poeple are missing the point completely...It does not have anything to do with your character level, the only items that bind to your character when you *equip* them are ilvl 85 items. With that said, you can equip, trade, transfer, and whatever your little heart desires for most of the items in the game...only the high end game items will bind when you equip them. Does that make it any clearer?

Yes, the MFer will still be able to flood the market with items, BUT these items will have only 1 owner that'll use them, and then it'll be trashed. You wont have a lvl 92pally joining a game and dropping his 162%ed HoZ on the ground free for noobs, because he just bought his pHoz...
Also, if you find a really great item that is BoE, you'll be able to get a really higher value from it, even when the ladder has been going on for a while.

First, yes, it has been announced. Not officially in a blue post or anything, but Jay Wilson answered someone during the Q&A, that they want to bring back hardcore mode. That they'll have to do some different tweaks to the game to have a decent hardcore mode, but that they will bring it back. He even asked the crowd if there were Diablo Hardcore players present, and he got quite a big cheer back as an answer
Second, I know it's quite a release when you die in hardcore to be able to get your stuff back, but it's also kinda against the 'Hardcore' mentallity, isnt it? I mean, when you die, you're supposed to start from the begining... Of course it's great to have some of the good gear you got while playing when you start a new hardcoore toon, but you're supposed to start from the begining each time, that's the idea behind hardcore... Anyway, not ALL items will be BoE, just consider these BoE items as a part of your character's skills, and when he dies, he loses his 'skills' too! You can take back a part of your gear(which at level 85+ in hardcore, isn't bad gear at all, and you'll be happy to get it back) but the very best items, die with your character.
It's frustrating, I know(Yeah I know... I lost a level 88 in hardcore because of a TPPK, and I had forgot to give the permission to loot my corpse to my friends in the game, so I know it's frustrating), but I really think that even for Hardcore, the very best items being BoE is an interesting idea.

In WoW when you got a BoE item you didnt just put it on and go, you went to the auction house to see if you can trade it for something better or, if it's not an item you can use, sell it for something good.
While BoE and BoP worked for WoW, only BoE would work for Diablo, IMO.
