And you don't think with a playable version already shown off at Blizzcon 08 (and soon to be at 09) means anything toward engine and mechanics? Most of their lore concept is probably already worked through (as far as the main story goes). They haven't shown off or even mentioned cinematics, so that's all speculation at this point. If Act 1 is done, then that means 1/4 of the total environment is done already (probably more at this point).
Honestly, in my opinion creating the engine, creating concepts, and figuring out the art direction is a huge chunk of the work already done. Also, I never said that that last 25-40% will take the same time as the first 60-75%. Its just a guestimation, there is no reason to hate.
To me your judgement of percentage is off by many factors. Lets say if diablo 3 just completed 4 acts ALONE, would the game 100% complete? (assuming there's only 4 act)

Uhhh..hello..the game has been in developement for about 5 YEARS NOW!!! the announcement in 2008 was just blizzard coming out of the closet with the game and they felt it was ready to be shown to the public. its definitely about 75% or more completed by just the fact that its been in dev. for so long!!!!!!!

I'm fairly certain that they did the same thing for WoW- they built the engine first and then actually started construction on the game (and the engine was then approved for use in other games, as well, if I recall correctly). They didn't even have an act done at BlizzCon.

Nothing can ever be 100% as there is no such thing as perfect, whether it be perfectly complete or perfect results, or whatever. Even with installing software, it will reach 99% done then it would cut to Congratulations, this program has be installed successfully!

We can never have the number 100% as it's not viable. In some instances, like Magic Find, the numbers more than 100% are purely for mathematical reasons. Go ahead and try to prove me wrong by getting exactly 100% MF, but you would need indisputable proof, aka screen shots.

My guess is probably around 60-65%, somewhere around there. It's hard to judge though, because even if half of the content is in (as in literally half of what they plan to put in), the other half of the content might require far more time than the first. For example, even if they have 3 of 6 boss battles in (just a number I'm making up, don't take anything from it), they other 3 might have far more complicated mechanics or scripts than the first.
