In Diablo (the original), there were alot of cut content that could be accessed via the MPQ archives. We all saw there return in Diablo 2. Examples of this include: Andariel, Izual, Unraveller, Bartuc the Bloody, and several other characters/skills.
Is it safe to assume that we will see content that was cut from d2 making a return for d3?
The examples are included in my original post. Unless you are asking for examples of cut content from d2. There is alot, I'll have to make a list for that as well.

Only time i heared about "Bartuc" in Diablo 1 was the "Warlord of Blood" quest (and the booklet that told the story of him and Horazon).
Indeed, it would be really great to see some returns. I have always felt that the characters should be new, but the enemies should be the same or at least stay in the same universe. It really helps with the atmosphere and feeling that "I've been here before."

I would personally like to see more about people who secretly have followed Bartuc's way of summoning demons, simply because a character class that summons demons to kill Diablo would not only be ironic but empowering to the abilities humans still have, despite the worldstone being destroyed.
Overall though, I know the older versions of Diablo will definitely be used to flesh out previously known areas(kurast, tristram, etc) so that not only will Blizzard have less stuff to make up, but they will also help get old players immersed into the world more completely.

I doubt there will be a class that does such. They almost always seem to become corrupted, as with the cultists of D3 I believe.
Horazon saw that even interacting with demons for too long, magically, can corrupt the most powerful of sorcerers (himself). Also, the Viz-Jaq'taar are apparently really good at their job.
