Thanks, and No, this goblin is new, so i didn't find it in Nephalem rifts, Goblin vault or Goblin shrine. Only as a random spawn for now. It should be implemented soon to spawn anywhere.

I hope they spawn in nephalem and greater rifts too!
Ran lots of vaults and didn't see any pet (menagerist) gobs there, none in gob packs, none from bandit shrines. They might could spawn there, but never did for me...
I've found Lady Morthanlu (goat dude waiving a club and his junk around), Malfeasance (crappy spirit one), and Friendly Gauntlet (like Thing from Addams Family). I play on the NA server, but not sure if/how that translates to PTR. I'm using the goat dude of course.
2 of those pets I found in A1 Cath1 and another in some other random area (probably A4 GOH1). Probably around 1 pet gob for every 15-20 runs if I had to guess. With the PTR drop rate nerfed atm it might be much lower now.

Yeah, they spawn only in world, i show goblin runs that i did if someone is interested.
